Hong Kong reporter upsets Chinese President Hu Jintao's visit with Tiananmen question

HONG KONG - A Hong Kong reporter briefly threw Chinese President Hu Jintao's tightly scripted visit to the semiautonomous city off course Saturday by asking about the 1989 military crackdown on protesters in Tiananmen Square.

The reporter for the Apple Daily newspaper said he was detained for about 15 minutes after the incident by three to four security officers, who told him he was too noisy and had broken rules. Other reporters also shouted questions to Hu, but they weren't detained.

Hu was touring a new cruise ship terminal when the reporter shouted out a question to him from behind a security cordon.

"President Hu, have you heard that Hong Kong people hope to reverse the verdict of June 4?" the reporter, Hon Yiu-ting, asked. "Have you heard?"

Many in Hong Kong have long called for Beijing to overturn its condemnation of the weeks-long 1989 pro-democracy protests that the military crushed on the night of June 3-4, killing hundreds, possibly thousands. On mainland China, dissidents, intellectuals, relatives of the victims and even ordinary citizens also have called for a reassessment of the incident, though their voices are usually muffed because of government censorship.

Hu did not respond to the reporter's question and it's not clear whether he even heard it. The encounter was shown on local television.

Saturday's incident was one small flaw in a carefully orchestrated visit by Hu that underscores the widening tensions between Hong Kong and its mainland rulers 15 years after the end of British rule. Hu is on a three-day visit to the southern Chinese financial hub to mark the handover's anniversary on Sunday.

While the visit is aimed at emphasizing strengthening ties and coincides with a raft of measures to boost Hong Kong's economy with the mainland's help, stark differences remain. Hong Kongers have grown increasingly uneasy about life under Beijing's rule and the mainland's growing influence on the territory.

A group of pro-democracy protesters scuffled with police on Saturday, with the two sides pushing and shoving on metal crowd-control barricades outside the hotel and conference center where Hu was scheduled to attend a concert. Police used pepper spray on the demonstrators, who had been corralled into a small protest zone across the street from the site. The protesters were far outnumbered by hundreds of police ringing the venue.

Under Hong Kong's mini-constitution, the city is guaranteed until 2047 a high degree of autonomy and Western-style civil liberties not seen on the mainland, such as freedom of speech.

Hu's visit is also intended as a sign of support for Hong Kong's incoming leader, known as the chief executive. Pro-democracy protesters are planning to rally again Sunday outside the exhibition center, where Hu will oversee Leung Chun-ying's inauguration, but heavy security means it's unlikely he'll see them.

Google Android 4.1 "Jelly Bean" Does Not Feature Adobe Flash Technology

As expected, Adobe is ceasing support of its Flash technology on new operating systems. As a result, the latest Google Android 4.1 "Jelly Bean" that powers Nexus 7 media tablet and will be utilized on many new smartphones and slates does not support Adobe Flash technology. Adobe Flash will also not be supported on Windows 8 and Windows Phone 8 systems.

"As we have not continued developing and testing Flash Player for "Jelly Bean" version of Android and its available browser options, there will be no certified implementations of Flash Player for Android 4.1," an official explanation by Adobe reads.

The Flash Player browser plugin integrates tightly with a device?s browser and multimedia subsystems (in ways that typical apps do not), and this necessitates integration by Adobe's device ecosystem partners. To ensure the best possible experience, each device requires certification by Adobe. Devices that do not have the Flash Player provided by the manufacturer typically are uncertified, as their manufacturer has not completed the certification testing requirements. In many cases users of uncertified devices have been able to download the Flash Player from the Google Play Store, and in most cases it worked. This will not be the case of Android 4.1 "Jelly Bean" as there is no Flash player designed for this operating system.

"Beginning August 15th we will use the configuration settings in the Google Play Store to limit continued access to Flash Player updates to only those devices that have Flash Player already installed. Devices that do not have Flash Player already installed are increasingly likely to be incompatible with Flash Player and will no longer be able to install it from the Google Play Store after August 15th," Adobe said.

For many years Flash has enabled the richest content to be created and deployed on the web by reaching beyond what browsers could do. It has repeatedly served as a blueprint for standardizing new technologies in HTML. Nonetheless, a lot of developers and executives all around the industry has criticized Flash for being inefficient, closed and caused glitches on various devices. Meanwhile, HTML5 is now universally supported on major mobile devices, in some cases exclusively, which makes HTML5 the best solution for creating and deploying content in the browser across mobile platforms.

As a result, Adobe's future work with Flash on mobile devices will be focused on enabling Flash developers to package native apps with Adobe AIR for all the major app stores as generally Adobe wants to concentrate on tools for HTML5 tech.

(AP) ? The Supreme Court decided Friday not to consider reinstating the government's $550,000 fine on CBS for Janet Jackson's infamous breast-baring "wardrobe malfunction" at the 2004 Super Bowl.

The high court refused to hear an appeal from the Federal Communications Commission over the penalty.

The 3rd U.S. Circuit Court of Appeals twice had thrown out the fine. The second time came after the Supreme Court upheld the FCC's policy threatening fines against even one-time uses of curse words on live television.

The appeals court said FCC's policy of excusing fleeting instances of indecent words and images appeared to change without notice in March 2004, a month after Jackson's halftime act. The judges said that made the agency's action against CBS "arbitrary and capricious."

But now, the FCC clearly has abandoned its exception for fleeting expletives, Chief Justice John Roberts said.

"It is now clear that the brevity of an indecent broadcast ? be it word or image ? cannot immunize it from FCC censure," he said. "Any future 'wardrobe malfunctions' will not be protected on the ground relied on by the court below."

In addition, Roberts said that calling it a "wardrobe malfunction" when Justin Timberlake ripped away part of Jackson's bustier "strained the credulity of the public."

TMobile, Verizon ink spectrum deal, eagerly await governmental approval

Who says wireless carriers can't be friends -- or, at the very least, can't exchange a bit of spectrum here and there? T-Mobile this morning let it be known that it has entered into a deal involving the "purchase and exchange" of spectrum licenses in 218 markets in the US. The magenta-tinged carrier says the deal will help improve its position in 15 of the US's top 25 markets and should help with next year's LTE rollout. All of this is pending regulatory approval, of course, some of which hinges upon Verizon's own license purchasing from the likes of SpectrumCo, Cox and Leap. (AP) ? Microsoft unveiled a new tablet computer, Surface, that attempts to take advantage of one of the few criticisms of Apple's iPad ? that it is better for consuming content than creating it.

The software maker said Monday that its device will attach to a removable rubberized keyboard that also acts like a book cover. CEO Steve Ballmer said Surface will be an entertainment device "without compromising the productivity that PCs are uniquely known for."

Microsoft Corp.'s broadside against the iPad is a dramatic step to ensure that its Windows software plays a major role in the increasingly important mobile computing market.

"They are saying it's a different world now and are trying to put the sexy back into the Microsoft brand," said Gartner Inc. analyst Carolina Milanesi.

Microsoft is linking the Surface's debut with the release of its much-anticipated Windows 8 operating system, which has been designed with tablets in mind. The company hasn't specified when Windows 8 will hit the market, but most analysts expect the software to come out in September or October.

One version of the Surface, which won't go on sale until sometime in the fall, is 9.3 millimeters thick and works on the Windows RT operating system which was made for tablets that run on low-power chips designed by British chipmaker ARM Holdings PLC.

It comes with a 0.7-millimeter thick kickstand to hold it upright and a 3-millimeter-thick touch keyboard cover that snaps on using magnets. The device weighs under 1.5 pounds.

The size is similar to the latest iPad, which is 9.4 millimeters thick and weighs 1.3 pounds.

Surface has a screen that measures 10.6 inches diagonally, compared to 9.7 inches for the iPad, but it comes in the 16:9 aspect ratio, which is suited to watching video in the widescreen format. The iPad's screen size ratio is 4:3.

Microsoft said the Surface's price tag will be similar to the iPad, which sells for $499 to $829, depending on the model.

A slightly thicker version ? still less than 14 millimeters thick and under 2 pounds ? will work on Microsoft's upcoming Windows 8 Pro operating system and cost as much as an Ultrabook, the company said. The pro version comes with a stylus that allows users to make handwritten notes on documents such as PDF files. It will be released about three months later.

The touch keyboard resembles the lightweight "Smart Cover" that Apple Inc. sells for $38, but comes with a full QWERTY keyboard. It is rigidly flat instead of foldable. A slightly thicker keyboard with depressable keys will also be available.

Although the Surface looks like an elegant device, Forrester Research analyst Sarah Rotman Epps criticized Microsoft for not using attention focused on Monday's announcement to highlight some of the reasons that it might be a better option than the iPad. For instance, she thinks Microsoft could have shown how its video calling service, Skype, will work on Surface or how people might be able to use its motion-control sensor, Kinect, on the tablet.

"I am excited about this product, but it felt like Microsoft was pulling punches with this announcement," Epps said. "Hardware is only part of the dynamic. They need to explain how Microsoft manufacturing this device will change people's experience with a tablet."

Microsoft also may be limiting the Surface's impact by limiting the initial sales to its own stores and online channels.

The foray into hardware is unusual for Microsoft, which relies on manufacturers like Hewlett-Packard and Dell, and could cause friction. Ballmer said the company, at times, needs to push hardware makers "in ways even that the makers of the hardware had yet to envision."

He said the tablet was as essential to the upcoming Windows 8 operating system as the mouse was for the first version of Windows.

"Much like Windows 1.0 needed the mouse to complete the experience, we wanted to give Windows 8 its own companion hardware innovation," he said.

The more hands-on approach may upset some manufacturers.

Nomura analyst Rick Sherlund said Microsoft will have to assure longtime manufacturing partners that it is competing fairly with them.

"Microsoft will need to assure them it's a level playing field," he said. "I think this sets a high bar for their partners."

Microsoft has been making software for tablets since 2002, when it shipped the Windows XP Tablet PC Edition. Many big PC makers produced tablets that ran the software, but they were never big sellers. The tablets were based on PC technology, and were heavy, with short battery lives.

Microsoft didn't say how long the Surface would last on battery power.

It won't be the first time Microsoft has ventured into hardware. And the Surface won't be its first computer, in the broad sense. The successful Xbox game console is essentially a PC designed to connect to a TV and play video games.

Microsoft has also made its own music player, the Zune, and a line of phones, the Kin. In both cases, it produced these products after hardware partners had failed to produce competitive products with Microsoft's software.

Both products were failures. The Zune gained favorable reviews when it launched in 2006, but still couldn't hold its own against the iPod, and was discontinued last year. The Kin phones were panned and pulled from shelves within two months of their launch in 2010.

The Xbox, on the other hand, didn't tread on the toes of any Microsoft partners. Launched in 2001, it has made Microsoft a major player in console gaming, alongside Sony and Nintendo. But it was a money-loser for many years, and while it's been profitable more recently, it's only marginally so, especially when compared to Microsoft's lucrative software business.

Missouri Among 6 States Working with Harvard in Education/Jobs Project

(Jefferson City, MO)--Missouri school students will be part of a new education project headed by Harvard, to increase high school graduation rates and get more students into college and careers.

Missouri is one of six states chosen to take part in the Pathways to Prosperity Network.? The Missouri Department of Elementary and Secondary Education said Tuesday the project focuses on finding career paths for students who don't have 4-year college plans, but need technical skills to fill the labor market.

"We believe all Missouri high school graduates need post secondary education, whether that's a degree or career training for successful, productive lives. They need to graduate twice," said Missouri Commissioner of Education Chris L. Nicastro, in a news release issued Tuesday.

DESE says the Department will engage employers and educators to build career pathways systems for high-school-aged students. A steering committee of business and education leaders has been established to guide the Missouri planning effort.

Conn. man calls 911 over beef about sandwich order

(AP) ? A Connecticut man has called 911 to complain that a deli fouled up his sandwich order.

The man can be heard on a recording of Wednesday's call complaining that he "specifically asked for little turkey and little ham, a lot of cheese and a lot of mayonnaise," and the Grateful Deli in East Hartford got it wrong.

The dispatcher asked the man to verify that he was calling 911 because he didn't like the way they made his sandwich. The man replied, "Exactly."

The dispatcher advised him not to buy it.

Deli owner Tila Azinheira (ah-zehn-HEHR-uh) tells WVIT-TV (http://bit.ly/K7fDv5 ) that the man had placed an order for 14 sandwiches and the deli made them to his specifications.

Azinheira says the man called Thursday to apologize.

No charges have been filed.

Searching For a Chinese Steve Jobs

Earlier this month, at schools across China, eighteen-year-olds endured, arguably, the worst nine hours of their lives. Gaokao, the Chinese-university entrance exam, is a gauntlet that knows almost no equivalent in the West (grades, recommendations, and extracurricular activities have little bearing on the admissions process). It is capable of determining a life?or destroying it, as only 6.85 million spots are available for more than nine million applicants. And those lucky few who do well enough to get in to a good school will do so knowing that their country is desperate for at least one of them to do better than mere greatness.

While American parents have been concerned with their lack of tiger discipline, the Chinese are looking for tips on raising their young from this side of the Pacific. China wants its own Steve Jobs, and it?s not sure how to find?or create?one. At times, the quest has reached the level of national campaign, with the government promising its prioritization and vowing to spend four per cent of the country?s G.D.P. on comprehensive education reform aimed, ultimately, at producing a Jobs to call its own.

The latest effort along these lines took the form of a game show of sorts, an episode of the program ?Brainstorm??a baffling blend of Oxford-style debate and ?America?s Next Top Model? that takes on the hot-button topics of modern China?titled ?How to Create Today?s Chinese Genius.?

Jazzy characters spelling the episode?s title spun onto the screen as a portly man with gelled hair and heavy, dimpled cheeks, filled the screen. As the camera pulled back, stiff, studious men and women in desks to the host?s left and right were revealed. Why, he implored them, can?t the Chinese education system produce a Steve Jobs that belongs to us?

Introductory remarks were not so much a discussion of Chinese education as they were a wistful lament of the way in which China had allowed itself to fall short?how had we, faithful attendants of Middle Kingdom, come to lapse behind them? Jobs and Gates assumed, in the moderator?s voice, the status of prophets?prophets who should have belonged to China, but were lost to another. (The wounded pride here was something familiar. Recently, as I flipped through the pages of second-grade textbooks my mother had brought from China some two decades earlier, I noticed a similar sense of injury marking depictions of Chinese fortitude in the face of Western incursion?many of which I had been obliged to commit to memory as a child.)

All of this made the young contenders up for the title of genius seem rather like an afterthought. Five high schoolers, dressed in matching navy-blue uniform jackets, sat behind Jeopardy-style counters, looking prim and coolly impervious as their elders bickered about where the fault lay. One had been dubbed ?the young Han Han? (the literary superstar who was the subject of a Profile by Evan Osnos). Another, the only girl of the bunch, was hailed as a possible Warren Buffett in the making. A Newton was also in the mix, as well as an erect-backed polymath who, in the manner of a young Leonardo, used drawings of space-time configurations to demonstrate his intended career trajectory.

One by one, they were all judged less than truly worthy. Han Han was dismissed mainly on the basis of his failing scores in math and the sciences, as well as his penchant for reading fantasy. (In his defense, his lone supporter had quipped sourly, ?Haven?t any of you heard of Harry Potter??) Buffett fared better, largely on account of her professed love of money?a sentiment that surely caused Mao to turn in his grave. The budding physicist was criticized for not knowing exactly what he wanted to do with his life. ?Uncertainty of career direction necessarily precludes one from the ranks of genius,? one judge said solemnly. The polymath said he would be fine being an administrator?a fatal mistake. Surely armies of bureaucrats do not win battles, or design iPhones.

The questions raised by all of this have been plaguing Chinese intelligentsia for more than a century: Must we become Western to beat the Westerners? Which intrinsically Chinese principles should we take care to safeguard?

As early as the mid-eighteen hundreds, when the Manchu government could no longer resist the assault from abroad, a prominent political advisor to the emperor had wondered, ?Are Chinese wisdom and intelligence inferior to those of Westerners? If we have really mastered the Western languages and in turn, teach each other, then all their clever techniques of steamships and firearms can be gradually and thoroughly learned.? Another member of the court hastened to clarify: ?What we desire is that our students shall get to the bottom of these subjects? for we are firmly convinced that if we are able to master the mysteries? this, and this only, will assure the steady growth of the power of the empire.?

Some things, of course, have changed. The Westerners? ?clever techniques? are now related to infotech, rather than weaponry. But still, the quest to manufacture a Chinese Jobs is as misguided as a search for the Yankee Confucius. As Malcolm Gladwell writes in ?Outliers,? ?It?s not enough to ask what successful people are like. It is only by asking where they are from that we can unravel the logic behind who succeeds and who doesn?t.? Innovators prefer a more liberal climate than China?s, and no wonder?they are usually the product of one. They need the freedom to explore, without being yoked to the responsibility of nation-promoting and world-transforming.

And the show seemed to miss this point. Jobs himself would have been dismissed out of hand by the ?Brainstorm? panel, which was focussed on the contestants? education?he, like Gates, dropped out of college.

Malaysia sets 2 new rules for rare earth plant

(AP) ? Malaysia's government has imposed two new conditions on a rare earth refinery set up by Australian miner Lynas to assuage public fears of radioactive pollution.

Tan Bun Teet, who heads the "Save Malaysia, Stop Lynas" coalition, said Friday the group received a letter from the science ministry rejecting its appeal to revoke a license granted to Lynas earlier this year. The letter cited a lack of scientific and technical justification.

Rare earths are 17 minerals used in the manufacture of hybrid cars, weapons, flat-screen TVs, mobile phones, mercury-vapor lights, and camera lenses. China has about a third of the world's rare earth reserves but supplies about 90 percent of what is consumed. It has placed restrictions on exports, sparking causing among manufacturers from Japan to the U.S.

The Malaysian government held a public hearing to review its decision amid protests by residents and civil groups over alleged health and environmental risks posed by potential leaks of radioactive waste. Controversy over the project poses a headache to the government with general elections expected this year.

Tan said the ministry instead told Lynas to submit a plan to immobilize radioactive elements in its waste, and an emergency response plan on dust control.

"The two conditions are flimsy and general in nature. They are not specific enough and will in no way safeguard or appease the fears of residents living in the area," he told The Associated Press. The group plans to challenge the government decision in court, he said.

The science ministry said in a statement Friday it rejected the coalition's appeal because there was "no strong justification nor scientific or technical basis" for it.

The ministry said the refinery would only be allowed to operate once Lynas complies with all the requirements, including the two extra conditions.

Lynas officials couldn't be immediately reached for comments.

The Lynas plant in northern Pahang state will be the first rare earth refinery outside of China in years, and is expected to meet nearly a third of world demand for rare earths, excluding China.

Lynas has said its plant, which has state-of-the-art pollution control, was ready to go but the government review has blocked the company from bringing in raw material. The plant will refine ore from Australia.

Officials said the first phase of the plant cost 1.5 billion ringgit ($472 million), while construction of the second phase costing another 1 billion ringgit ($315 million) has started and is expected to double production capacity once completed by next year.

Lynas said output for the first phase has been sold out for the next decade and that the delay was causing losses to its suppliers and customers.

Malaysia's last rare earth refinery ? operated by Japan's Mitsubishi group in northern Perak state ? was closed in 1992 following protests and claims that it caused birth defects and leukemia among residents. It is one of Asia's largest radioactive waste cleanup sites.

MOSCOW (AP) ? Russia has growing concerns about the conflict in Syria, but it will continue to oppose the outside use of force, Foreign Minister Sergey Lavrov said Saturday.

"The situation in Syria is becoming more alarming," Lavrov told a news conference, during which he pushed Russia's proposal for an international conference on the crisis. "An impression is being created that Syria is on the verge of a full-scale civil conflict."

He said two recent attacks had put Russians in the capital, Damascus, in danger: a bus carrying Russian specialists came under fire Saturday, and a grenade attack took place Friday on a building where Russians live. There were no injuries, he said.

Despite growing concerns that the situation may be spinning out of control, Russia, as a member of the United Nations Security Council, "will not sanction the use of force," he said. Russia has previously blocked proposed U.N. resolutions to impose sanctions on President Bashar Assad's regime.

Lavrov said Russia's resistance to intervention is "not because we are protecting Assad and his regime, but because we know that Syria is a complicated multi-confessional state, and because we know that some of those calling for military intervention want to ruin this and turn Syria into a battleground for domination in the Islamic world."

Russia has been a strong supporter of the mission of U.N. and Arab League special envoy Kofi Annan, who has put forth a plan for ending the violence between Assad's forces and opposition fighters.

But the plan is severely stumbling amid the rise in violence, and Lavrov said an international conference should convene to galvanize international commitment to the plan.

He said participants should include the permanent members of the Security Council, the European Union and influential countries in the region. He said American objections to Iran's possible participation were "shallow."

The Interfax news agency on Saturday quoted Deputy Foreign Minister Gennady Gatilov as saying "Iran has the full right to be represented at this conference because on account of Iran's regional role and the specific character of its relations with Syria we consider that the participation of Iran could play a constructive role."

The U.N. said several weeks ago that at least 9,000 people have been killed since the crisis began in March last year, while Syrian activists say the violence has claimed the lives of more than 13,000.

FDIC closes bank in Oklahoma

(AP) ? Federal regulators have seized a small bank in Oklahoma, bringing to 25 the number of U.S. banks that have failed so far this year.

The Federal Deposit Insurance Corp. said Friday that it closed First Capital Bank in Kingfisher.

The bank, which had one branch, had about $46.1 million in assets and $44.8 million in deposits as of March 31.

F&M Bank in Edmond, Okla., agreed to pay a premium of about 7.7 percent to assume all of First Capital's deposits.

It also agreed to buy about $40.7 million of the failed bank's assets.

The FDIC estimates that failure of First Capital will cost the insurance fund $5.6 million.

The lender is the first FDIC-insured institution to fail this year in Oklahoma.

New research from the University of Warwick suggests getting more money may not make you happier, especially if you are neurotic.

In a working paper, economist Dr Eugenio Proto, from the Centre for Competitive Advantage in the Global Economy (CAGE) at the University of Warwick, looked at how personality traits can affect the way we feel about our income in terms of levels of life satisfaction.

He found evidence suggesting that neurotic people can view a pay rise or an increase in income as a failure if it is not as much as they expected.

Neuroticism is a fundamental personality trait in psychology and refers to a tendency to experience negative emotional states. People with high levels of neuroticism have higher sensitivity to anger, hostility, or depression.

Dr Proto, who co-authored the paper with Aldo Rustichini from the University of Minnesota, said people who are on a high salary and have high levels of neuroticism are more likely to see a payrise as a failure.

He said: "Someone who has high levels of neuroticism will see an income increase as a measure of success. When they are on a lower income, a pay increase does satisfy them because they see that as an achievement. However, if they are already on a higher income they may not think the pay increase is as much as they were expecting. So they see this as a partial failure and it lowers their life satisfaction."

Dr Proto, who will be presenting the research at next month's ESRC Research Methods Festival, used data from the British Household Panel Survey and the German Socioeconomic Panel.

He added: "These results suggest that we see money more as a device to measure our successes or failures rather than as a means to achieve more comfort."
