Exclusive: California city could face SEC lawsuit

LOS ANGELES (Reuters) - In a case that illustrates the mounting risks facing cash-strapped California cities and their lenders, the desert city of Victorville is bracing for possible litigation amid allegations that it improperly shifted funds among different city-controlled entities.

The Victorville city council was told by its attorney last week that it faced "significant exposure to litigation" relating to a little-publicized Securities and Exchange Commission investigation into its financial practices, the city attorney acknowledged in a statement to Reuters.

City attorney Andre de Bortnowsky denied that Victorville had violated any laws, and said "it almost appears as if the SEC is on a fishing expedition."

The exact focus of the SEC investigation is not known. The SEC declined to comment.

In late June, a civil grand jury report alleged that Victorville may have violated state laws by transferring property taxes dedicated to its sanitation department to its general fund budget. Civil grand juries are investigative bodies that are not empowered to bring charges.

Harvey M. Rose Associates, a San Francisco-based public sector management consulting firm, said in its report to the civil grand jury that Victorville had mismanaged projects, made poor decisions on contracts and loaned $38 million to its municipal utility and its local airport. The report said repayment of those loans was "highly questionable."

The report said the utility is insolvent, with $32 million in assets and $108 million in liabilities.

Bortnowsky, in an email to Reuters, said the city "takes issue with respect to many of the statements contained in the Grand Jury report, especially those pertaining to purported violations of state and local laws and resolutions."

He said a full response to the grand jury allegations would be "forthcoming shortly."

Victorville, with a population of about 115,000, had a total of $407 million in bond debt as of June 30, 2011.

The city's auditors said in February that there "was substantial doubt about the city's ability to continue as going concern" due to "recurring losses" in its general fund and lack of liquidity in funds for its utility and the airport.

The city council in late June adopted a $47 million budget for its general fund that included a $74,992 surplus.

Three California cities have filed or said they would file for bankruptcy since June 28, when Stockton filed for Chapter 9 protection to restructure more than $700 million in debt.

On July 2, the city of Mammoth Lakes filed to shield itself from a $43 million court judgment. The San Bernardino city council voted on July 18 to seek bankruptcy protection.

In both Stockton and San Bernardino, poor financial controls and shuffling of money among different city entities appear to have contributed to their respective financial crises.

It may be time to examine the efficacy and benefits of tax credits when it comes to higher education, at least according to the U.S. Senate Finance Committee, which met for a hearing earlier this week to discuss higher education tax reform.

Not only does there seem to be a push to help taxpayers better understand how to use various tax benefits, there also seems to be an increasing interest in understanding which benefits are actually helping students to complete an education, not just start one.

"The multitude of education tax benefits can result in complexity and confusion for American families," Senate Finance Chairman Max Baucus said, per Accounting Today. There are currently eight separate tax expenditures related to higher education, and they use five different definitions of "eligible expenses." "Taxpayers must calculate their taxes using each tax cut to determine which one works best."

As MSNBC reports, during the hearing, Baucus expressed his concern with the IRS guide to education tax credits, which totals 87 pages: "Based on the complexity of this guide, one would think the IRS expected all of America's future students to want to major in accounting."

The hearing was planned so that members of the Finance Committee could also discuss the recently released Government Accountability Office report on higher education. That report showed that many higher-education tax benefits are just too difficult for taxpayers to understand or know how to best use. In fact, as Inside Higher Ed explains, the report showed that some 14 percent of tax filers didn't even claim a credit or deduction when they could have, resulting in an average loss of about $466 in savings. Another 250,000 taxpayers failed to file the higher-education claim that would have been most financially advantageous to them.

Another discouraging aspect of the report, according to MSNBC, was the lack of information about which tax breaks are most effective in aiding students' completion of college. In fact, the National Center for Education Statistics reported that 45 percent of students who start at a four-year school do not finish with a degree.

James White, director of Strategic Issues for the GAO, advised that the Department of Education do more targeted research to see the effect of various programs on individuals' access to education.

"We don't know the effect on price (tuition) nor do we understand very well the impact on students' access to education -- the extent to which these programs affect that," he stated.

As MSNBC notes, the Senate Finance Committee also discussed whether higher-education tax breaks drove up the cost of education and whom the tax benefits most helped.

Susan Dynarski, a professor of public policy at the University of Michigan, indicated that she believes education tax benefits should be paid at the same time that tuition is paid.

According to Inside Higher Ed, Dynarsky added, "The current education tax benefits do little to get more people into college....We need a unified system with a single application for families."

Romney had mixed record on immigration in Mass.

BOSTON (AP) ? Mitt Romney adopted a mixed bag of immigration policies during his four years as Massachusetts governor.

He fought against in-state college tuition rates for illegal immigrants, pushed hard to give state troopers expanded powers to arrest those in the country illegally, and championed English-only classes for bilingual education students.

Yet Romney also showed a more compassionate side, personally interceding on behalf of an immigrant teacher facing deportation whose case drew heavy news coverage across the state. In 2004, Romney signed into law a requirement that immigration judges warn non-citizen defendants that pleading guilty to certain crimes could ultimately lead to their deportation.

Romney has recommended more funding for English as a Second Language programs because he wanted to help newcomers to this country become better equipped to compete for jobs by learning English, his campaign noted.

Romney's varied record on immigration after being elected governor in 2002 could help shed light on how he'd tackle the issue if he becomes president.

"Mitt Romney's view is that immigration is what built this country and that we should encourage legal immigration, but that we are also a nation of laws and that we should say no to illegal immigration," Romney spokesman Eric Fehrnstrom said in an e-mailed statement. "This very simple view is what informed Mitt Romney's policies as governor."

Candidate Romney has presented differing profiles during the 2012 campaign.

He struck a hard line during the GOP primary season as he courted conservative voters, but softened his rhetoric on immigration after emerging as the likely Republican nominee, seeking to gain ground with Latino voters critical to his chances in the fall against President Barack Obama.

Romney's campaign is working to woo Hispanics who have supported Democrats in previous presidential elections. Their support is expected to be critical in battleground states such as Nevada, Florida, Virginia and Colorado, where significant populations with Mexican and Central American origins are especially worried about immigration policy.

Heading into the leadoff Iowa caucuses in January and facing the challenge of winning over the right-wing GOP base, Romney vowed to veto the so-called DREAM Act, a bill backed by Democrats that would create a path to citizenship for illegal immigrants brought to the U.S. as children.

Romney's tough talk bothered many immigrants. Instead of emphasizing the plight of illegal immigrants, he focused on the consequences illegal immigration has for U.S. jobs.

He hasn't said whether he would reverse Obama's decision this year to stop deporting some illegal immigrants who came to the U.S. as children. Romney has said Obama's executive order to allow some of them to obtain work permits and stay in the U.S. was problematic because it can be reversed by subsequent presidents.

Complaining that the nation's immigration laws have become a "muddle," Romney has called for a national strategy and pledged he would tackle immigration during his first year in office.

He's stressed his support for giving legal status to illegal immigrants who serve in the military. He favors a U.S.-Mexico border fence. But he's also vowed to "staple a green card" to the diplomas of immigrants who receive advanced degrees.

Romney supports establishing an immigration-status verification system for employers and he would punish them if they hire non-citizens who do not prove their legal status. He backs more visas for holders of advanced degrees in math, science and engineering who have U.S. job offers, and he would award permanent residency to foreign students who graduate from U.S. schools with a degree in those fields.

As governor, Romney generally opposed initiatives favored by immigration advocates, although they occasionally found common ground.

One of Romney's more contentious decisions came late in his term in 2006 when he signed an agreement with federal authorities allowing Massachusetts State Police troopers to arrest and seek deportation of suspected illegal aliens they encounter during their normal duties.

Immigration activists opposed the initiative, saying it would drive a wedge between immigrants and police, discouraging them from reporting crimes or seeking critical services.

Shortly after taking office Romney's Democratic successor, Gov. Deval Patrick, rescinded the agreement, saying he wanted to free troopers to focus on gun, gang and drug crimes.

Romney also pushed for changes to the state's decades-long bilingual education system.

Massachusetts was the first state to adopt bilingual education, but during his 2002 campaign Romney embraced an "English immersion" ballot question aimed at replacing two-way bilingual education with one-year, all-English classes intended to move non-English speakers into regular classes as quickly as possible.

Some Hispanic and immigration advocates opposed the measure, which won wide public support, but Romney fought against efforts to delay implementation of the English-only classes.

He ultimately lost one battle when lawmakers in the Democratic-controlled Legislature created some exemptions to the law and later overrode Romney's veto of those exemptions.

Romney accused lawmakers of "unfathomable arrogance" and flouting the will of voters.

Immigration advocates found a rare moment of agreement with Romney in 2004 when he signed into law the requirement that immigration judges warn non-citizen defendants that pleading guilty to certain crimes could ultimately lead to their deportation, even if they were currently in the country legally.

"That was one positive thing that happened during his term," said Eva Millona, executive director of the Massachusetts Immigrant and Refugee Advocacy Coalition.

She said that victory was overshadowed by other stances, like Romney's opposition to allowing illegal immigrants brought to the country as children to pay the same tuition rates at state colleges as legal Massachusetts residents.

"Overall he has been consistent in his misconception about immigration. We never found him to have a big vision about reform on immigration issues," she said. "He lacks understanding and focuses more on politics than policy."

Romney showed a more personal approach on immigration in 2005 after students rallied behind a beloved schoolteacher facing deportation.

Obain Attouoman, then a 42-year-old teacher at Boston's Fenway High School, fled political persecution in the Ivory Coast in 1992 and later applied for asylum in the United States. But he missed a hearing with an immigration judge in 2001 and was ordered deported.

Romney joined a chorus of public officials ? including Massachusetts Democratic Sens. Edward Kennedy and John Kerry ? in urging a reprise for Attouoman, who won a delay but was ultimately deported in 2008.

In a letter to then-Homeland Security Secretary Michael Chertoff in 2005, Romney pleaded Attouoman's case, calling him "a teacher and role model."

"The unique and impassioned effort by these students to convey to our government the important contribution of Mr. Attouoman certainly demonstrates the impact he is having as a member of our education community," Romney wrote.

Shooting victims include sailor, aspiring sportscaster

NBC's Miguel Almaguer has more on the victims of Friday's deadly Colorado movie theater shootings.

An aspiring sportscaster. A 6-year-old girl. A man celebrating his 27th birthday. College students who moved to Colorado to blaze paths for their futures.

The names and lives of the victims killed in a horrific mass shooting at a Denver-area movie theater emerged Saturday as families and friends learned the fates of their loved ones.

The Arapahoe County coroner released the identities of the dozen victims who were killed in the attack at a midnight premiere of "Batman: The Dark Knight Rises" early Friday in Aurora, Colo.


?The cause of death in all cases is related to gunshot wounds,? said the coroner, Dr. Michael Doberson. The manner of death is homicide.?

Officials said 58 other people were injured in the rampage. On Saturday night, 26 remained hospitalized, nine in critical condition.

James Eagan Holmes, 24, a graduate student at the University of Colorado-Denver, was arrested outside the theater, clad in black body armor and armed with three weapons.

Survivors of the midnight screening shootings were allowed to return to the theater Saturday to retrieve their automobiles, which were left behind during the evacuation and subsequent investigation. Some of them left flowers and flags as tributes to the dead.

The youngest victim to die in the shooting rampage was Veronica Moser-Sullivan, 6, her great-aunt, Annie Dalton, told NBC News.

Veronica's mother, Ashley Moser, 25, was shot in the throat and the abdomen. She remained paralyzed in critical condition and hadn?t been told of her daughter's death, Dalton said.

"This is just a nightmare right now," Dalton said. "It's a nightmare.

"Everything's surreal. It's just surreal."

A vigil will be held 6:30 p.m. Sunday at the Aurora city campus.

President Barack Obama plans to visit Aurora on Sunday afternoon to meet with families of shooting victims but does not plan to attend the vigil, the White House announced.

Jessica Ghawi, 24
A hockey blogger and?aspiring sportscaster, Ghawi had recently moved to Denver from San Antonio to pursue her dream and was working as an intern at a Denver sports radio station.

?One of the things that she had been working on with all the fires in Colorado was she had asked everybody to donate sports equipment for people because she knows how sports brings such joy,? her friend Mike Lavender told MSNBC-TV.

Ghawi had escaped a shooting at a mall in Toronto in June, writing in her blog?that an ?odd feeling? compelled her to leave the shopping center minutes before a shooting that left two people dead.

Before the movie she had exchanged excited tweets with her friends about the midnight showing from her Twitter handle, @JessicaRedfield.

"Of course we're seeing Dark Knight. Redheaded Texan spitfire, people should never argue with me. Maybe I should get in on those NHL talks??

Alex Sullivan, 27
Sullivan had planned to celebrate his 27th birthday Friday, beginning with the midnight showing of the new Batman movie.

"Oh man one hour till the movie and its going to be the best BIRTHDAY ever," he tweeted before heading to the theater where a black-clad gunman wearing body armor opened fire, killing 12 people and injuring 58.

That was the last his friends and family heard from him.?

Heartbreaking photos showed his father,?Tom Sullivan, in the nearby Gateway High School parking lot, waving a picture of his son and yelling,?"Find my son!"

Late Friday, the family got confirmation of his death.

Blunk always wanted to be a hero, according to his friends and family.

?He always talked about if he were going to die, he wanted to die a hero,? his estranged wife, Chantel Blunk, told NBC News from Reno, Nev.

Blunk attended the movie with a friend, Jansen Young, who credited him with saving her life.

When the shooting broke out, Young said Blunk, a military veteran, threw her to the ground and told her to stay down.

"Jon just took a bullet for me," Young told TODAY.

Chantel Blunk said her husband graduated from Reno?s Procter Hug High School in 2004 and enlisted in the Navy, serving out of San Diego aboard the USS Nimitz. The couple, who met in high school, married in 2007.

He left the service in 2009 and after separating from his wife moved to Colorado, where he worked for a hardware store. After a franctic day of trying to get information about her husband?s fate, Chantel said FBI agents arrived at her home Friday evening and confirmed her worst fears.

In addition to his wife, Blunk leaves behind two young children, a girl, 4, and a boy, 2.

Chantel said she plans to bring the body home to Reno, where he will be buried with military honors. She has set up an account through Wells Fargo to raise money for the funeral and transportation costs.

John Larimer, 27
Petty Officer Third Class John Larimer, of Crystal Lake, Ill., attended the opening with another sailor, who was injured in the attack.

"I am incredibly saddened by the loss of Petty Officer John Larimer ??he was an outstanding shipmate, "said Cmdr. Jeffrey Jakuboski, Larimer's commanding officer. "A valued member of our Navy team, he will be missed by all who knew him. My heart goes out to John's family, friends and loved ones, as well as to all victims of this horrible tragedy."

Larimer, a cryptologic technician, joined the Navy in June 2011 and had been stationed at Buckley Air Force Base in Aurora since October.

His family said they were making arrangments to bring the remains back to Illinois.

"We respectfully ask that the family and friends of John be allowed time and privacy to grieve for John and we send our thoughts and prayers out to the families of the other victims and those still recovering in the hospital," the family said in a statement. "We love you John and we will miss you always."

Matt McQuinn, 27

McQuinn, originally from Springfield, Ohio, went to the premiere with his girlfriend,?Samantha Yowler, who was injured in the attack, according to family members.

McQuinn was a graduate of Butler-Vandalia High School in Ohio. He and Yowler, from St. Paris, Ohio, moved in November to Colorado, where Yowler?s brother, Nick, lives.

All three were in the theater when the shooting erupted.

McQuinn and Nick Yowler dove on top of Samantha Yowler to shield her from bullets, family attorney Rob Scott told NBC station WLWT of Cincinnati.

Yowler was shot in the knee and is recovering after surgery, Scott said. Nick McQuinn was not hurt, he said.

Micayla Medek, 23
Medek was among the dead, her father's cousin, Anita Busch, told The Associated Press.

Busch said the news, while heartbreaking, was a relief for the family after an agonizing day of waiting for news.

"I hope this evil act ... doesn't shake people's faith in God," she said.

Medek worked at Subway and had taken classes at Community College of Aurora, the Denver Post reported. She was a graduate of William C. Hinkley High School in Aurora.

Jesse Childress, 29
Childress was injured in the shooting and died of his injuries at the hospital on Friday.

He lived in Thornton, Colo., and was single.?The Air Force reservist was a cyber-system operator at Buckley Air Force Base in Aurora.

Lighting up the plant hormone 'command system'

ScienceDaily (July 22, 2012) ? Light is not only the source of a plant's energy, but also an environmental signal that instructs the growth behavior of plants. As a result, a plant's sensitivity to light is of great interest to scientists and their research on this issue could help improve crop yields down the road. Similarly understanding a plant's temperature sensitivity could also help improve agriculture and feed more people. Two new papers from Carnegie's Zhiyong Wang laboratory identify key aspects of the hormonal responses of plants to changes in light and heat in their environments.

Their work is published online July 22 by Nature Cell Biology.

To have optimal exposure to sun light, plants must grow differently depending on the lighting conditions. For example, when a seed germinates underground, it must elongate its stem rapidly to reach the surface of soil; when a plant is shaded by its neighbor, it also elongate its stem to outcompete for sun light; whereas expanding leaves is the priority for plants under full sun light. On the other hand, like all organisms, plant growth and development is also regulated by internally produced chemical signals, namely hormones. How plants coordinate their responses to light and hormonal signals is an outstanding question of great interest to scientists and importance to crop yield. It is believed that identification of the central regulatory mechanism that integrates multiple environmental and hormonal signals has great potential for improving crop yield. Such a central regulatory mechanism is the focus of the two papers from the Wang lab.

The light-induced transition from a developmental pathway that leads to slim seedling with yellow folded leaves, called etiolation, to a developmental pathway that leads to short stem and expanded green leaves, called de-etoilation, has been extensively studied for many years. This research led to the discovery, 15 years ago, of the steroid hormone brassinosteroid, which is found throughout the plant kingdom and regulates many aspects of growth and development.

Mutant plants that are deficient in brassinosteroid that are grown in the dark, show features of plants grown in the light. They also have defects at many phases of the plant life cycle, including reduced seed germination, dwarfism, and sterility.

The physiological effects of brassinosteroids are very similar to those of gibberellin, another hormone. But the relationship between these two hormones has been unclear at the molecular level. Recent studies of Wang and his colleagues have elucidated the molecular pathway through which brassinosteroid alters gene expression and explored the relationship of the two hormones.

In the two Nature Cell Biology papers, Wang and his team identified key junctions between the molecular pathway that transduces the brassinosteroid signal and those for the light, temperature, and gibberellin signals. The studies explain how multiple environmental and hormonal signals regulate plant growth and development. The studies also elucidate a biochemical "command system" that integrates a wide range of signals into growth regulation.

In contrast to the widely held concept that environmental signals affect endogenous hormones to alter plant growth, the study by Wang found surprisingly that light does not affect brassinosteroid. Instead, brassinosteroid has major effects on the sensitivity of plants to light by not only altering the levels of proteins mediating light responses, but also providing an essential partner for a transcription factor, named PIF4, that is directly inactivated by the photoreceptor phytochrome. The brassinosteroid-activated BZR1 protein and dark-stabilized PIF4 protein form a complex that drives expression of genes required for the etiolation process.

By contrast, light removal of PIF4, or the absence of BZR1 caused by brassinosteroid deficiency, leads to de-etiolation and inhibition of cell elongation. The study also shows that the growth response to high temperature, known to be mediated by PIF4, also requires BZR1-PIF4 complex formation. The study therefore revealed a new function of brassinosteroid in gating the responses to light and temperature, likely according to the internal physiological conditions.

Brassinosteroid and gibberellin are two major growth-promoting hormones that induce similar growth responses in higher plants. Wang and his team demonstrate that the effects of gibberellin on cell elongation depend on the presence of brassinosteroid and active BZR1 protein in the nucleus. This is because gibberellin removes a class of inhibitory proteins, named DELLAs, which inactivate BZR1, and thereby allow BZR1 to regulate gene expression more effectively. Without brassinosteroid and BZR1, gibberellin has little effect on cell growth.

The research indicates that brassinosteroid provides an essential factor required for cell elongation growth, whereas gibberellin provides another layer of quantitative control of the activity of this factor. Because gibberellin is known to be affected by environmental conditions, such as light and stresses, and brassinosteroid level varies greatly in different organs, the interactions among PIF4, DELLAs and BZR1 appear to form the "command system" that effectively integrates information of environmental condition, endogenous situation, and developmental program into the "decision" about growth.

Taken together, this research demonstrates that the interdependent relationships between brassinosteroid, elements of the gibberellin pathway, and phytochrome-interacting factors form a "command system" of sorts, which controls key growth processes and responses to environmental signals.

"This command system seems not only to accept various inputs, but also to send branches of output signals, too, because each component acts interdependently on shared targets, but also independently on unique sets of target genes," Wang said. "This complex network contains multiple layers and controls major plant growth and developmental processes. We believe this network will be a major target for engineering high-yielding crops."

Stone Age tools help to streamline modern manufacturing

ScienceDaily (July 20, 2012) ? Innovative research by the National Physical Laboratory (NPL) and the University of Bradford used laser microscopes to explore how stone tools were used in prehistory, and the process has helped streamline surface measurement techniques for modern manufacturers.

The analysis of stone tools is a key factor in understanding early human life including social organisation and diet. Archaeologists at the University of Bradford hypothesised that reconstructing past activities was the best way to study what each tool was used for. They proposed to measure the surface structures of replica stone tools before and after they were used in different reconstructions on two natural materials -- antler and wood.

NPL conducted surface measurement investigations on the replica tools using a confocal microscope to create a map of surface structure. Richard Leach, who led the work at NPL, said: "We measured the surfaces of each tool using a confocal microscope to create a map of its surface structure. Optical measurements create 3D constructions of each surface recorded without physically contacting the surface."

The measurements taken by NPL on each tool before, during and after wear experiments revealed variations in the surfaces that can be used to predict the use of the tools. The results offered interesting insight into the breadth of future experiments necessary to provide conclusive results on the use of stone tools in prehistory.

These measurements also formed part of a development process for new instruments being used in a wider NPL project to support all aspects of manufacturing: from turbine blades to grinding machines to mobile phone screens.

NPL has produced a range of equipment which allows the manufacturing world to gain a better understanding of surface topography, without using stylus instruments -- which have proved slow for in-process applications. NPL has worked in conjunction with the International Organization for Standardization (ISO) to develop the use of optical systems to conduct areal surface measurements, including instrumentation, calibration artefacts, good practice guides and reference software.

More accurate surface measurements allow manufacturers to revolutionise designs of existing and developing technologies, for example by controlling how the surfaces glide through air, absorb or repel water, or reflect light.

Richard Leach said: "Greater accuracy and more intelligent use of areal surface measurements impacts outputs such as improved fuel efficiency or the intelligence of touch screens. Using new ways to conduct surface measurements provides the opportunity for businesses to meet consumer demand for better quality and more streamlined products."

Novel anti-malarial drug target identified

An international team of scientists, led by researchers from the Department of Pediatrics at the University of California, San Diego School of Medicine, have identified the first reported inhibitors of a key enzyme involved in survival of the parasite responsible for malaria. Their findings, which may provide the basis for anti-malarial drug development, are currently published in the online version of the Journal of Medicinal Chemistry.

Tropical malaria is responsible for more than 1.2 million deaths annually. Severe forms of the disease are mainly caused by the parasite Plasmodium falciparum, transmitted to humans by female Anopheles mosquitoes. Malaria eradication has not been possible due to the lack of vaccines and the parasite's ability to develop resistance to most drugs.

The researchers conducted high-throughput screening of nearly 350,000 compounds in the National Institutes of Health's Molecular Libraries Small Molecule Repository (MLSMR) to identify compounds that inhibit an enzyme which plays an important role in parasite development: Plasmodium falciparum glucose-6-phosphate dehydrogenase (PfG6PD) is essential for proliferating and propagating P. falciparum.

"The enzyme G6PD catalyzes an initial step in a process that protects the malaria parasite from oxidative stress in red blood cells, creating an environment in which the parasite survives," said senior author Lars Bode, PhD, assistant professor in the UCSD Department of Pediatrics, Division of Neonatology and the Division of Gastroenterology, Hepatology and Nutrition. People with a natural deficiency in this enzyme are protected from malaria and its deadly symptoms, an observation that triggered the reported research.

The parasitic form of the enzyme (PfG6PD) is what contributes the majority of G6PD activity in infected red blood cells. Because the parasite lives in the blood of a malaria-infected person, the scientists aimed at identifying compounds that inhibit the parasitic form but not the human form of the enzyme. "We didn't want to interfere with the human form of the enzyme and risk potential side effects," Bode explained.

Scientific testing had previously been limited by a lack of recombinant PfG6PD. Team members in the lab of Katja Becker, PhD, at the Interdisciplinary Research Center at Justus-Liebig-University in Giessen, Germany produced the first complete and functional recombinant PfG6PD, and researchers led by Anthony Pinkerton, PhD, at Sanford-Burnham Medical Research Institute used it to identify the lead compound resulting from their efforts, ML276.

ML276 represents the first reported selective PfG6PD inhibitor, which stops the growth of malaria parasites in cultured red blood cells ? even those parasites that developed resistance to currently available drugs. "ML276 is a very promising basis for future drug design of new anti-malarial therapeutics," said Bode.

(AP) ? Crashes, falls, fractures ? Bradley Wiggins has seen it all. Now add tacks and nails to list. Still, nothing can break his stranglehold on the Tour de France.

On a day of sabotage in the Pyrenees, Wiggins had luck on his side. He avoided the chaos and spent another trouble-free stage as his Sky team controlled his main rivals to protect his yellow jersey.

At least 30 riders were disrupted by tire punctures at the top of the final climb after tacks and small nails were tossed on the road. Tour officials asked police to investigate.

Defending champion Cadel Evans was caught in the havoc. He had to wait three times for assistance. He lost nearly two minutes at one point before teammates arrived and gave the former world champion a rear wheel.

But Wiggins honored cycling etiquette by not attempting to capitalize on Evans' misfortune. He urged the peloton to slow down to allow Evans to return to the pack. Wiggins and Evans finished in the same time ? 18 minutes, 15 seconds behind Luis Leon Sanchez of Spain, who won the 119-mile, 14th stage between Limoux and Foix.

This was the first day of racing in the Pyrenees, and Wiggins kept his overall lead of 2:05 over Sky teammate Christopher Froome. Vincenzo Nibali of Italy is third, 2:23 off the pace while Evans remains fourth, 3:19 behind.

After crashing out of the race with a broken collarbone last year, Wiggins has been enjoying the perfect Tour so far with the help of a team dedicated to his quest for cycling's most revered prize.

With only two big mountain stages remaining before the race ends in Paris next Sunday, and a long time trial where Wiggins is expected to blow his rivals apart, the former Olympic track champion looks all but guaranteed to become the first Brit to win the Tour. Yet, he is well aware of the dangers that can arise anywhere.

"What can you do? It's something we can't control," Wiggins said, referring to the sabotage that could have led to a reshuffle of the standings.

"There's nothing stopping more of that sort of stuff happening. It's sad. Those are the type of things we have to put up with as cyclists. I think people take that for granted sometimes, just how close they can get to us. If that happened in a football stadium, or wherever, you'd be arrested."

From time to time, stray dogs or photograph-snapping fans get hit by speeding riders. On Friday, Wiggins was hit on the arm and received minor burns from a flare waved by a spectator. Three years ago, Oscar Freire and Julien Dean were hit by pellets from an air rifle.

"We're out there, quite vulnerable at times, very close to the public on climbs," Wiggins said. "We're just the riders at the end of the day and we're there to be shot at, literally."

Speaking on French TV, race director Jean-Francois Pescheux commended Sky for encouraging the pack to not speed ahead. He said the search for the culprit would be difficult because thousands of fans were on the edge of the road.

"This could have had terrible consequences on a descent like that," Tour director Christian Prudhomme said. "This is dangerous and stupid behavior."

Astana rider Robert Kiserlovski dropped out of the race after breaking his collarbone in an accident related to the tacks. Wiggins escaped although he did change bikes in the final descent.

"We're really, really lucky, nobody punctured," Sky manager Dave Brailsford said. "Brad changed his bike but no panic. It was obvious something was wrong. So he decided to slow down a bit and not take advantage of it. It's pretty obvious that when something like that happens, it's not bike racing. I think fair play to Bradley. It was a very sportsmanlike gesture."

Evans, his chances of winning are all but gone, lost the Spanish Vuelta three years ago after being delayed by a wheel change during the 13th stage.

"That's the way things go in life. Karma hopefully comes around," Evans said. "I couldn't see (the tacks) on the road. It happened to me three times and at crucial moments. This has happened to me before, two times in Spain, that's why I don't race in Spain very often. Sorry for the good Spanish people and my Spanish friends and people in Spain who support me. But there's a few people that just take things too far."

Pierre Rolland of France was the only rider who attacked after Evans' puncture.

"I don't know whether he knew or not," Wiggins said. "I knew straight away something had happened. I just thought it was a little bit uncouth at that time. The stage was gone. ... It didn't seem the honorable thing to do."

Rolland, ninth overall and 8:31 behind Wiggins, said he was not aware of what happened.

"I'm someone who respects the peloton and its codes and I would never have attacked a rider who punctured," Rolland said. "It saddens me a bit."

Sanchez used his time trial experience for his solo victory. He was among a group of five riders who broke away on the Mur de Peguere, apparently before the tacks were thrown.

He then made his decisive move seven miles from the finish to win a Tour stage for the fourth time in his career. Slovakia's Peter Sagan, who has the green jersey as top sprinter, finished second, 47 seconds behind Sanchez. France's Sandy Casar was third in the same time.

"With Philippe Gilbert and Sagan in the breakaway, I knew that my only chance was to try my luck on my own from far away," Sanchez said.

Sanchez, hampered by a wrist injury during the first week, crossed himself and pointed his fingers toward the sky as he went over the finish line.

Sagan and two other riders escaped from the peloton after 22 miles during the descent after the first climb. Eight riders, including Gilbert, Casar and Sanchez, then broke away in pursuit of the trio and bridged the gap while the second peloton caught up with the yellow jersey's group. With none of the 11 escapees posing a threat in the overall standings, they were given the freedom to continue.

Despite rain and cooler weather, the ascent was uneventful. Wiggins' teammates set the tempo at the front of the pack while the Briton's rivals did not dare a move.

Hacker tricks Apple app pay system, posts YouTube how-to

(Phys.org) -- Apple?s 2012 Friday the Thirteenth turned memorable for the company yesterday with news outside Apple traveling fast and furious that a hacker was offering instructions on a YouTube video, telling iOS users how to wrest free access to paid iOS app content. The exploit was first posted earlier in the week, but achieved wide attention early Friday, with postings on numerous websites. A Russian hacker found a way to get hold of in-app purchasing power. Using the name ZonD80, he was also, it was learned, running a website In-AppStore.com with everything needed for the hack to work. He said donations were being accepted to support the project and help to keep servers up and running.

The most interesting, and troubling to some developers, feature of the new exploit was that it was so easy; no jailbreak was needed. Software developer Alexey V. Borodin aka ZonD80 showed a simple three-step technique for beating Apple's payment systems by installing a few certificates (CA and appstore.com) and changing the DNS in Wi-Fi settings?basically a matter of installing system certificates and doing a certain Wi-Fi tweak.

The technique included a fake in-app purchase server as well as a custom DNS server. The exploit worked on devices running iOS 3.0 to 6. According to reports, however, the hack did not work in specific regions around the world. The reason suggested is that developers there were using enhanced ways to protect their apps.

The exploit for circumventing Apple?s in-app purchasing system was first flagged by a Russian blog i-ekb.ru. Reacting to their tips, news of the exploit tutorial was soon after reported on the Apple-watching site, 9to5 Mac. The comments were that, since the published instructions were already getting attention, the site decided to carry the story too ?as a warning to the Apple developer community.?

Since Apple?s App Store is such a popular storefront for buying mobile apps, the store has also been the most desirable platform for developers trying to make money. The news of such an easy and successful exploit has not gone down well with some developers who would prefer better news, such as how Apple?s purchase system is adequately secure.

Developer Marco Tabini told Macworld that Apple?s approach to receipt validation is flawed.

?The whole point of the [in-app purchase] system and the App Store is that you shouldn?t have to worry about the system,? Tabini said. ?Otherwise, what are you giving Apple its 30 percent for??

Security boss sorry for bungled Olympics contract

(AP) ? The boss of British security group G4S said Saturday he was sorry that his company had bungled the contract to help protect the 2012 Olympic Games, a humbling televised apology that followed days of ugly news about his firm's failures.

Nick Buckles spoke to the BBC as British newspapers were filled with accounts of chaotic recruitment, sloppy security, and even an allegation that some G4S staffers weren't fluent in English. The firm has not been able to provide enough guards, and some 3,500 British troops are being called in to help fill the gap in security and police have been put on notice that they may need to help fill the breach.

"We're deeply disappointed and we certainly are very sorry for what's happened over the last week or two," the chief executive said. "It's a very complex process. No one's ever undertaken to recruit 10,000 fully-trained security staff for such a lengthy period of time."

In December G4S PLC promised to provide that number of people to help keep the games safe, although in reality far more than 10,000 people need to be recruited in order to compensate for attrition, sickness, and absenteeism. Buckles said that the operation was a "mammoth undertaking" involving a complex recruitment operation in five or six different stages, adding that, as of Saturday, some 4,000 people were on the ground and that about 9,000 people were still in the pipeline ? which still leaves a significant shortfall.

Buckles added that he only became aware of the problem eight or nine days ago.

His comments came as the British unearthed one episode after another of apparent incompetence at the Crawley, England-based company.

The Daily Mirror tabloid quoted Sarah Hubble, whom it described as a former G4S recruiter, as saying that background checks were skipped to meet targets and that sensitive recruitment material was left lying around the company's offices. Its right-leaning rival, The Sun, quoted an unnamed former police officer as saying that some security guards couldn't speak English.

In earlier comments to BBC radio, Buckles couldn't guarantee that all his staffers spoke fluent English, saying it was a "difficult question to answer."

"I am pretty sure that they can, but I can't say categorically as I sit here today," he said.

Buckles has said his company would foot the bill for the last-minute military deployment, putting the loss on his company's 284 million pound ($442 million) contract at up to 50 million pounds ($78 million.) That includes paying penalties of 10 or 20 million pounds for failing to live up to his company's end of the deal.

The costs aren't just financial ? they also are a hit to its reputation.

G4S manages prisons, transports cash, and installs surveillance systems across the in some 125 countries. Its inability to get enough people to secure the world's biggest sporting event has left some observers wondering at the wisdom of doing business with the company elsewhere.

"This is not a dodgy builders' firm," said opposition lawmaker Keith Vaz, whose committee plans to quiz Buckles on his failure before Parliament next week. "This is the biggest security firm in the world. They have hundreds of millions of pounds of contracts to deal with policing, prisons, detention centers, which (Britain's) Home Office has given them. The worry for me is the long term," he told the BBC.

Eva Rausing Dead: U.K. Billionaire Hans Kristian Rausing Investigated In Wife's Death

LONDON -- Investigators were conducting further tests Wednesday in a bid to shed light on the death of Eva Rausing, one of Britain's richest women, whose body was found in her west London home.

Her husband, Hans Kristian Rausing, has been arrested in connection to suspected drug crimes and police want to question him about the circumstances of his wife's death. He is currently receiving medical treatment in a London hospital. Police have not indicated that Eva Rausing's death was a result of foul play or that a crime was committed.

U.S.-born Eva Rausing, 48, and her husband were wealthy philanthropists who have both waged a long battle against drug addiction. They were arrested on drug charges in 2008 after Eva Rausing was caught trying to smuggle crack cocaine and heroin into the U.S. Embassy in London in her handbag.

Hans Kristian Rausing, 49, is an heir to the Tetra Pak fortune his father built as a globally successful manufacturer of laminated cardboard drink containers.

Police found Eva Rausing dead at her multimillion-pound (dollar) London home on Monday. Initial post-mortem examinations Tuesday failed to establish a formal cause of her death.

The Metropolitan Police said officers arrested a 49-year-old man Monday in connection with the case. Police did not release the man's name but offered details of the arrest in response to a question about Hans Kristian Rausing.

They said they arrested the man on suspicion of drug possession, and that a subsequent search of an address in London's upmarket Belgravia neighborhood related to that arrest led to the discovery of Eva Rausing's body later that day.

Police said he remained under arrest Wednesday but was receiving medical attention at a location away from a police station. They would not say if the man was under guard.

Eva Rausing's parents, Tom and Nancy Kemeny, and the rest of her family paid tribute to a "devoted wife" and mother of four "much loved and wonderful children," saying they were devastated over her death. Their statement also alluded to her struggles.

"During her short lifetime she made a huge philanthropic impact, supporting a large number of charitable causes, not only financially, but using her own personal experiences," the family said in a statement. "She bravely fought her health issues for many years."

A statement from her in-laws, Hans and Marit Rausing, said they were "deeply shocked and saddened to hear of the tragic death."

Eva Rausing supported a number of charities that helped to fight addictions. One of them ? Action on Addiction ? was among the first to express sadness over her death and praise her "wonderfully generous" support over the years.

She also was listed as a long-time supporter of The Prince's Foundation, part of a group of nonprofit charities that have Prince Charles as their patron. His office said the prince was told of Rausing's death but did not offer further comment.

In a diplomatic scandal in 2008, Eva Rausing was arrested outside the U.S. Embassy in for reportedly trying to bring crack cocaine and heroin into building in her handbag. Police later found small amounts of cocaine, crack and heroin in a search of the couple's house. They were charged with drug possession but prosecutors later agreed to drop the charges in exchange for formal police warnings.

At the time, the Rausing family issued a statement saying relatives were "deeply saddened" by the couple's drug problems and hoped they could overcome their addictions.

Hans Rausing's Swedish father helped transform Tetra Pak into a hugely successful manufacturer. The fortune of the senior Rausing and his family is estimated at 4.3 billion pounds ($6.7 billion) by the Sunday Times Rich List.
