Mars Opportunity rover in standby as commanding moratorium ends

Apr. 30, 2013 ? During a moratorium on commanding this month while Mars passed nearly behind the sun -- a phase called solar conjunction -- NASA's Mars Exploration Rover Opportunity entered a type of standby mode.

Mission controllers learned of the changed status on April 27 when they first heard from Opportunity after the period of minimized communication during the solar conjunction. They prepared fresh commands today (April 29) for sending to the rover to resume operations.

Initial indications suggest the rover sensed something amiss while doing a routine camera check of the clarity of the atmosphere on April 22.

"Our current suspicion is that Opportunity rebooted its flight software, possibly while the cameras on the mast were imaging the sun," said Mars Exploration Rover Project Manager John Callas of NASA's Jet Propulsion Laboratory, Pasadena, Calif. "We found the rover in a standby state called automode, in which it maintains power balance and communication schedules, but waits for instructions from the ground. We crafted our solar conjunction plan to be resilient to this kind of rover reset, if it were to occur."

Opportunity has been working on Mars for more than nine years. NASA's other Mars rover, Curiosity, which landed last year, is also nearing the end of its solar conjunction moratorium on commanding. Curiosity has reported coming through the conjunction in full health. Controllers plan to send Curiosity's first set of post-conjunction commands on May 1.

JPL, a division of the California Institute of Technology in Pasadena, manages both rover projects for NASA's Science Mission Directorate, Washington. O'Malley notes need for improvements in jail

ANNAPOLIS, Md. (AP) ? Maryland's governor said Tuesday that changes are needed at a Baltimore jail, including a revamped process for hiring corrections officers, after 13 female officers were among 25 people indicted in an alleged contraband-smuggling conspiracy.

Gov. Martin O'Malley called the allegations arising from last week's federal indictment ugly and shocking after court papers claimed the ring also involved sex between inmates and guards that led to four female officers becoming pregnant by a jailhouse gang leader.

"This is an ugly story," O'Malley said. "These are unpleasant and shocking allegations, but, you know, wishing they would go away doesn't make them go away. It's one thing to suppress corruption. It's quite a harder and more important ... to root out corruption."

The governor, a Democrat who is considering a presidential run in 2016, was on a trade mission to the Middle East when the indictments were announced by federal officials last week. Speaking publicly for the first time about the indictment, he said he was made aware of the federal investigation last spring.

The indictment alleges that a gang called the Black Guerrilla Family ran the contraband- and drug-smuggling scheme from inside the detention center. It charges gang members and corrections officers with conspiracy, drug possession and distribution and money laundering.

The court documents said four female officers became pregnant, one of them twice, by Tavon White, the leader of the gang.

The governor said closer scrutiny of hiring practices for corrections officials will be needed along with changes in the way people enter and exit the detention center, parts of which are more than 100 years old.

"There is a lot more work to be done," O'Malley said in calling for structural reforms involving the jail and hiring and screening of corrections officers.

He said no timeline was given to wrap up the case when he first learned of it, because a thorough investigation was needed to get as deeply as possible into the problems at the jail.

"A federal investigation involving this many partners and going after a network like this is not like, you know, getting a cheeseburger at the McDonald's drive-thru window," O'Malley said. "These things do take time and from reading the indictment you can see that every investigative tool was employed in order to make a very solid case."

O'Malley said the state is following the letter of the law with regard to the 13 corrections officers who have been indicted ? when asked why they have not been fired. O'Malley said the officers have been suspended without pay.

The governor also stood by the head of the Maryland Department of Public Safety and Correctional Services, Gary Maynard.

O'Malley, who took office in 2007, noted that the department that oversees the state's prisons was one of the two most troubled agencies when he arrived in Annapolis. The other is the Maryland Department of Juvenile Services.

He noted that the direction of the Baltimore detention center was replaced six months ago.

Samsung Renews Apple Challenge With Galaxy Tab 3

The nemesis of Apple is now offering a fresh challenge after Samsung announced its latest tablet: the Galaxy Tab 3.

This new tablet runs Google?s Android Jelly Bean 4.1 operating system and boasts a 7-inch display.

The device, which is powered by a 1.2GHz dual-core processor, comes with either 8 or 16GB of internal storage, plus up to 64GB of expandable memory. It also comes with both a 3-megapixel rear camera and 1.3-megapixel front camera. Plus, the design features a thinner bezel than its predecessor, the Galaxy Tab 2.

Tablet Specs

Samsung Galaxy Tab 3 SquareA Wi-Fi version of the Galaxy Tab 3 will be available globally beginning May, and a 3G version will follow in June, although product availability will vary by market and will be rolled out gradually, according to a company statement.

The release of the company?s latest tablet device follows the much-hyped launch of another product in the Galaxy family, the Galaxy S4 smartphone. The handset features a larger, richer display than the Galaxy S III ? 5 inches and a resolution of 1,080 by 1920 ? as well as an eight-core processor and a 13-megapixel camera. Samsung beefed up the software features as well. While the Galaxy S III has loads of camera options, with the Galaxy S 4, users can, among other things, add snippets of sound to still images.

While pricing and availability of the Galaxy Tab 3 remain unconfirmed, in the US AT&T announced 28 March that it will sell the Galaxy S 4 for $249 (?161) ? $50 (?32) more than the industry standard for high-end devices like Apple?s iPhone 5 and the S 4?s predecessor ? and it began accepting orders 16 April. Verizon Wireless and Sprint have also committed to selling the S4.

Tablet Penetration

The household penetration rate of tablets is up 17 percent year over year, according to the research study ?A Tale of Two Techs ? Smartphone and Tablet Adoption and Usage,? conducted by the Consumer Electronics Association. Bombs kill 9 at offices of Pakistani politicians

PARACHINAR, Pakistan (AP) ? Pakistani police say two bomb blasts have killed nine supporters of two Pakistani politicians at their campaign offices in the country's northwest.

Police official Mujtaba Hussain says the first attack Sunday on the outskirts of Kohat city killed six people.

He says the politician, Syed Noor Akbar, is running as an independent candidate for a national assembly seat in general elections to be held on May 11.

Police officer Saifur Rehman says the second bomb killed three at the office of another independent candidate, Nasir Khan Afridi, also running for a national assembly seat, in the suburbs of Peshawar.

No one has claimed responsibility.

Police say Akbar belongs to Pakistan's minority Shiite Muslim sect, adding that this could have been a motive for the attack on him.

James Bond's UK film studio launches mission to the U.S.

LONDON/ATLANTA (Reuters) - British film studio Pinewood Shepperton, home of the James Bond movies, plans to build its first movie, television and music studio in the United States, part of an international expansion strategy launched in 2009.

The owner of Europe's largest film studio, Pinewood said on Monday it would develop 288 acres of land south of Atlanta, Georgia, for a studio facility in a joint venture with River's Rock LLC, an independently managed trust of the Cathy family.

The Cathy family owns the Atlanta-based fried chicken chain Chick-fil-A. It is believed to be their first significant media investment, but no one from Chick-fil-A was available for comment.

Atlanta-area lawyer Douglas Warner, attorney for River's Rock, declined to comment.

Attracting Pinewood is the latest victory for Georgia as it builds itself into a major U.S. production destination. Figures shows that 333 productions were shot in the state last year, boosting public coffers by $3.1 billion, with recent films including "Flight", "X-Men: First Class", and "Fast Five".

Filmmaker and television producer Tyler Perry has a studio in Atlanta, and the popular zombie-themed AMC cable network series "The Walking Dead" is filmed in the southern U.S. state.

Pinewood already owns studios in Canada and Germany and is building facilities in Malaysia and the Dominican Republic. Earlier this month the studio signed a joint venture with Chinese media group Seven Stars, run by media entrepreneur Bruno Wu, to expand its production services into China.

"Georgia has excellent fiscal incentives and a great crew base," Pinewood CEO Ivan Dunleavy said in a statement. "With River's Rock we have a well-resourced partner that is committed to building a first-class studio facility."

Producers can qualify for state income tax credits of up to 30 percent for certain production expenses, according to the Georgia film office.

Under the deal, the land and studio construction costs will be funded by equity from River's Rock and a debt facility from Synovus Bank, with building to begin immediately.

Pinewood will provide the sales and marketing services and own 40 percent of the joint venture that will operate under the Pinewood trademark and be called Pinewood Atlanta.

The Pinewood studio, based outside of London, has been dubbed the home of James Bond with most of the 23 films featuring British spy 007 shot there over the past half century, including last year's box office hit "Skyfall".

Recent films shot at Pinewood include "Jack Ryan" starring Kevin Costner and Chris Pine, and Angelina Jolie's new film "Maleficent". Whether Pinewood might shoot future James Bond films in Georgia was not known.

OpenMobile ACL for webOS resurrected on Kickstarter, hopes to bring Android apps to HP Touchpad

OpenMobile ACL for webOS resurrected on Kickstarter, hopes to bring Android apps to HP Touchpad

The promise of OpenMobile's Application Compatibility Layer is inticing: seamlessly run Android apps on another operating system as if it was meant to be there. Unfortunately for fans of Palm's last hurrah, the project's webOS port died with the HP Touchpad. That won't stop dedicated fans, however -- Phoenix International Communications plans to resurrect webOS ACL. Taking the project to Kickstarter, the team is showing an early build on an HP Touchpad, seamlessly running Android apps in cards alongside native webOS applications. Phoenix hopes that a functional ACL will reduce Touchpad owner's reliance on dual-booting Android, giving them the freedom to enjoy webOS without sacrificing functionality. The team is promising a relatively short development time, thanks to OpenMobile's early work, and hopes to deliver a consumer ready build in July. But first the Kickstarter campaign will need to meet its $35,000 goal. Interested in pitching in? Check out the Kickstarter link at the source.

Fire breaks out in Bangladesh building where 377 die

By Ruma Paul and Serajul Quadir

DHAKA (Reuters) - Fire broke out on Sunday in a garment factory that collapsed in the Bangladeshi capital, complicating attempts to find any survivors of a disaster that has killed 377 people.

Fire service officials said the blaze had been started by sparks from cutting equipment used by rescuers.

Police said the owner of the factory, Mohammed Sohel Rana,

was arrested on Sunday trying to flee to India, as hopes of finding more survivors from the country's worst industrial accident began to fade.

Rana was arrested by the elite Rapid Action Battalion in the border town of Benapole, Dhaka District Police Chief Habibur Rahman told Reuters, ending a four-day manhunt that began after Rana Plaza, which housed factories making low-cost garments for Western retailers, caved in on Wednesday.

Bangladesh television showed Rana, a local leader of the ruling Awami League's youth front, being flown by helicopter to the capital Dhaka, where he will face charges of faulty construction and causing unlawful death.

Authorities put the latest death toll at 377 and expect it to climb higher with hundreds more still unaccounted for.

Four people were pulled out alive on Sunday after almost 100 hours beneath the mound of broken concrete and metal, and rescuers were working frantically to try to save several others still trapped, fire services deputy director Mizanur Rahman said. One woman was pulled out of debris by rescuers but died, fire service officials said.

"The chances of finding people alive are dimming, so we have to step up our rescue operation to save any valuable life we can," said Major General Chowdhury Hassan Sohrawardi, coordinator of the operation at the site.

About 2,500 people have been rescued from the wrecked building in the commercial suburb of Savar, about 30 km (20 miles) from the capital, Dhaka.

Officials said the eight-storey complex had been built on spongy ground without the correct permits, and more than 3,000 workers - mainly young women - entered the building on Wednesday morning despite warnings that it was structurally unsafe.

A bank and shops in the same building closed after a jolt was felt and cracks were noticed on some pillars on Tuesday.

Police said one factory owner gave himself up on Sunday following the detention of two plant bosses and two engineers the day before.

Anger over the disaster has sparked days of protests and clashes, with police using tear gas, water cannon and rubber bullets to quell demonstrators who set cars ablaze.

Garment workers blockaded a highway in a nearby industrial zone of Gazipur on Sunday demanding capital punishment for the owners.

The main opposition, joining forces with an alliance of leftist parties which is part of the ruling coalition, called for a national strike on May 2 in protest over the incident.

BUILT ON A FILLED-IN POND

Wednesday's collapse was the third major industrial incident in five months in Bangladesh, the second-largest exporter of garments in the world behind China. In November, a fire at the Tazreen Fashion factory in a suburb of Dhaka killed 112 people.

Such incidents have raised serious questions about worker safety and low wages, and could taint the reputation of the poor South Asian country, which relies on garments for 80 percent of its exports. The industry employs about 3.6 million people, most of them women, some of whom earn as little as $38 a month.

Emdadul Islam, chief engineer of the state-run Capital Development Authority (CDA), said on Friday that the owner of the building had not received the proper construction consent, obtaining a permit for a five-storey building from the local municipality, which did not have the authority to grant it.

Furthermore, three other storeys had been added illegally, he said. "Savar is not an industrial zone, and for that reason no factory can be housed in Rana Plaza," Islam told Reuters.

Islam said the building had been erected on the site of a pond filled in with sand and earth, weakening the foundations.

North American and European chains, including British retailer Primark and Canada's Loblaw, a unit of George Weston Ltd, said they were supplied by factories in the Rana Plaza building.

Since the disaster, the Bangladesh Garment Manufacturers and Exporters Association (BGMEA) has asked factory owners to produce building designs by July in a bid to improve safety. (Writing by John Chalmers and Alex Richardson; Editing by Jeremy Laurence and Stephen Powell)

'All My Children' star brings back evil Dr. David

By Michael Maloney, TODAY contributor

Every soap needs a sexy villain whom viewers love to hate, so it's no surprise that Vincent Irizarry's evil Dr. David is a part of the new "All My Children." The former ABC soap opera is relaunching Monday on The Online Network as well as Hulu and iTunes.

David Giesbrecht / TOLN

Debbi Morgan and Vincent Irizarry.

The Emmy-winning actor told TODAY that the show's revival was fast and furious. "I got a call from (executive producer) Ginger Smith in December, and she told me the show was coming back," Irizarry revealed. "They put everything together in two months! It's nothing short of a miracle, frankly. This couldn't be more surreal."

Viewers saw a more reformed David when "AMC" concluded its broadcast run over a year and a half ago. (Helping revive all those presumed dead characters earned him some goodwill.) But audiences will discover that the events of the finale -- when J.R. took aim at the good citizens of Pine Valley -- still play a big role in David's life five years later.

"That moment took on significant impact in David's life," Irizarry said. "We're going to see the effects of that (based on) what took place that night at Brooke and Adam's party. That event continues to propel David forward in the weeks, months and years ahead. He's going to be that character that viewers know and love to hate."

Can anyone touch David's often-cold and calculating heart? "There are definitely a few who bring out his better side," Irizarry noted. "Angie (Debbi Morgan) is one of those people. It's not romantic between them, but David and Angie grew closer during her ordeal of being blind. She challenges him to be a better person."

Another of Irizarry's co-stars may surprise you -- it's none other than Agnes Nixon, the show's creator (now consulting on its reboot). Nixon portrayed a hospital patient in "AMC" during its final days on ABC.

"Agnes is one of the great storytellers of our time," Irizarry praised. "I have enormous respect for her. She was magical in our scenes, so natural and beautiful on camera. She's a storyteller, not an actress, but you could see her talents in those scenes."

Researchers identify key cellular organelle involved in gene silencing

Friday, April 26, 2013

RNA molecules, made from DNA, are best known for their role in protein production. MicroRNAs (miRNAs), however, are short (~22) nucleotide RNA sequences found in plants and animals that do not encode proteins but act in gene regulation and, in the process, impact almost all biological processes ? from development to physiology to stress response.

Present in almost in every cell, microRNAs are known to target tens to hundreds of genes each and to be able to repress, or "silence," their expression. What is less well understood is how exactly miRNAs repress target gene expression.

Now a team of scientists led by geneticists at the University of California, Riverside has conducted a study on plants (Arabidopsis) that shows that the site of action of the repression of target gene expression occurs on the endoplasmic reticulum (ER), a cellular organelle that is an interconnected network of membranes ? essentially, flattened sacs and branching tubules ? that extends like a flat balloon throughout the cytoplasm in plant and animal cells.

"Our study is the first to demonstrate that the ER is where miRNA-mediated translation repression occurs," said lead researcher Xuemei Chen, a professor of plant cell and molecular biology and a Howard Hughes Medical Institute-Gordon and Betty Moore Foundation Investigator. "To understand how microRNAs repress target gene expression, we first need to know where microRNAs act in the cell. Until now no one knew that membranes are essential for microRNA activity. Our work shows that an integral membrane protein, AMP1, is required for the miRNA-mediated target gene repression to be successful. As AMP1 has counterparts in animals, our findings in plants could have broader implications."

Study results appear today in the journal Cell.

Simply put, DNA makes RNA, and then RNA makes proteins. Specifically, RNA encodes genetic information that can be "translated" into the amino acid sequence of proteins. But noncoding RNAs ? RNAs that do not encode proteins ? are increasingly found to act in numerous biological processes. MicroRNAs are a class of noncoding RNAs whose main function is to downregulate gene expression.

Research on miRNAs has increased tremendously since they were first identified about 20 years ago. In the case of diseases, if some genes are up- or down-regulated, miRNAs can be used to change the expression of these genes to fight the diseases, thus showing therapeutic potential.

MicroRNAs are known to regulate target genes by two major modes of action: they either destabilize the target RNAs, leading to their degradation, or they do not impact the stability of the target RNAs, but simply prevent them from being translated into proteins ? a process known as translation inhibition. The end result of translation inhibition is that the genes do not get expressed. Just how miRNAs cause translational inhibition of their target genes is not well understood.

"We were surprised that the ER is required for the translational inhibition activity of miRNAs," Chen said. "This new knowledge will expedite our understanding of the mechanism of gene silencing. Basically, now we know where to look: the ER. We also suspect it is the rough ER portions that are involved."

Chen explained that the ER has two types: rough and smooth. Rough ER, which synthesizes and packages proteins, looks bumpy; smooth ER, which acts in lipid synthesis and protein secretion, resembles tubes. The ER protein AMP1, she said, is anchored in the rough ER.

"My lab has been conducting research on AMP1 for many years," she said. "And it's this protein that drew our attention to the ER. First, we realized that AMP1 is involved in miRNA-mediated translational inhibition. Then, since we already knew that AMP1 is localized in the rough ER, we shifted our focus to this organelle."

Next, her lab will attempt to crack the mechanism of miRNA-mediated translational inhibition. They will investigate, too, how miRNAs are recruited to the ER.

Trendy Restaurants With Bad Reviews | The Braiser

From Balthazar To Bandolero, 6 Buzzy Restaurants That Got Terrible Reviews

Though the laws of restaurant physics state that a critic?s review can mean the life or death of a restaurant, sometimes those laws are broken. Sometimes a place remains open due to good service, rich clientele, or witch magic (we?re positive Bandolero exists because of Santer?a rituals). Sometimes sheer trendiness, celebrity love, and the perceived value that results can make a restaurant succeed. Hell, we?ll even admit to making a reservation now and then based on nothing but a restaurant?s recent buzz. Here, We?ve picked six restaurants that have notedly defied the odds, and the critics. What do they have that everyone else doesn?t? Probably money, a celebrity restaurateur, a former location that is beloved (or Santer?a).

Wii U Virtual Console now live on the eShop

Wii U Virtual Console now live on the eShop

The first of Nintendo's planned Wii U firmware updates went live just yesterday, bringing a much needed speed boost to software load times. And in that short time since, Nintendo's also made its retro-gaming Virtual Console portal available to users, effectively bypassing the need to boot into the Wii emulator for access. The downside to this new, belated convenience is that users will have to re-download any previously purchased Virtual Console titles, though that additional cost is relatively low at $1.00- $1.50 for NES and SNES games, respectively. Unfortunately, you'll still have to wait a bit longer for those beloved Game Boy Advance and N64 classics to make their way to the VC, as Nintendo plans to include those games sometime "in the future." Still, with band-aid number one out of the way for the ailing console and a host of tried-and-true classics now easily accessible, Wii U owners have a little something to tide them over until that late summer Pikmin 3 launch.

Electrolux pins hopes on U.S. as Europe stagnates

By Patrick Lannin and Veronica Ek

STOCKHOLM (Reuters) - Household appliance maker Electrolux said it hoped a recovering North American market would drive growth this year as Europe is stuck in the doldrums.

Sweden's Electrolux and bigger U.S. rival Whirlpool have cut costs and increased their exposure to faster-growing emerging markets to offset slowing growth in Europe and North America.

But U.S. demand has been picking up and Whirlpool has a relative advantage in being more exposed to the world's biggest economy, which accounts for half of its sales versus 30 percent for Electrolux.

Whirlpool reported higher-than-expected quarterly profit on Wednesday and stood by its earnings guidance for 2013.

For Electrolux Chief Executive Keith McLoughlin, born in New York and a veteran of the U.S. industry, the main headache is Europe, where consumer caution has spread from southern states to hitherto strong markets such as Germany and Sweden.

The company now expects waning demand for appliances in the region this year, but growth of 3 to 5 percent in North America.

"We see improvements in the (U.S.) housing market... people trading up a little bit more," McLoughlin told Reuters.

He saw no improvement in Europe in the first half of 2013.

"We're hopeful that we will start to see something more positive in the second half, but we're not changing our outlook for the year for Europe," he said in a telephone interview.

Electrolux makes machines ranging from espresso coffee makers to cookers and owns brands including Frigidaire, AEG and Zanussi.

It reported core first-quarter operating profit, stripping out one-off items, of 720 million crowns ($108.60 million), down from 907 million in the same period of 2012 and below the mean forecast of 873 million in a Reuters poll.

That included a 96 percent slump in earnings from major appliances in Europe, Middle East and Africa to just 11 million crowns from 271 million, but a rise in North American appliance earnings to 457 million crowns from 131 million.

Investors focussed on Electrolux's North American outlook and its stock was up 3.6 percent by 1008 GMT at 175.6 crowns.

CURRENCY WOES

Electrolux's guidance was similar to Whirlpool's, although Whirlpool expected a flat rather than a declining European market and saw North America up 2 to 3 percent.

Some analysts remained cautious.

"Whilst Electrolux is a well-run company geared into a consumer/housing market recovery, we view the appliance industry as the worst end-market in our coverage and in our view Electrolux's valuation remains prohibitive," said Espirito Santo in a research note.

According to Thomson Starmine data, Electrolux is valued at 12.3 times forward 12-month earnings, higher than Whirlpool's 11.9 times earnings.

Both stocks rose in 2012 on hopes of a market recovery, but Whirlpool's gain was far greater. Since the start of 2012, Whirlpool has now gained 151 percent and Electrolux 60 percent.

Electrolux's first-quarter earnings were also hit by adverse currency movements. It blamed a strengthening of the U.S. dollar against the Brazilian real, a dollar rise versus several European currencies and a weakening of the British pound.

PFT: Clock ticking on potential Albert-to-Fins trade

ForSaleGetty Images

The Rams currently hold the Redskins? first-round pick in the 2013 draft, thanks to the RGIII trade.? The Rams may not actually be using that pick.

Adam Schefter of ESPN reports that the selection ?clearly is for sale.?

That Rams, who also have the 16th overall pick, would surely like to trade down and get more picks.? Last year, the combination of coach Jeff Fisher and G.M. Les Snead put together a great draft, thanks to having extra picks.? The more picks, the better the chances of emerging with good players.

Pick No. 22 comes one spot before the Vikings? first of two first-round selections.?? A team that wants a cornerback, receiver, or inside linebacker the Vikings may be targeting could be tempted to jump the line.? Which is precisely why every team creates smokescreens about who they do and don?t want.

Like most round-one trades, don?t expect anything to happen before the Rams are on the clock.? Teams that trade up want a specific player; trading up too early creates the risk that the player won?t be there.

Of course, doing the trade when the team is on the clock entails risk, since there?s a chance one of the two teams won?t be able to call the trade in to the league office.? Unless each team calls the trade in separately, the trade doesn?t happen.? And with only 10 total minutes to get it all done, there?s a chance that cutting it too close could keep the trade from happening at all.

That's why I'm checking out a new site called SpotOn.it, which tries to break people out of their own personal ruts by recommending different types of events. There are lots of other activity-recommendation apps out there (the most interesting to me has probably been Weotta). SpotOn.it is different because it integrates with your Google Calendar, from which it can learn two important things ? what you like to do, and what your schedule looks like.

Syria expects more financial aid from Russia, Iran

By Michael Stott and Samia Nakhoul

DAMASCUS (Reuters) - Syria hopes to clinch more financial aid from its allies Russia and Iran soon, but still has enough foreign reserves to pursue its war on rebels trying to oust President Bashar al-Assad, the central bank governor said.

Speaking at the bank's headquarters, hit by a car bomb on April 8, Adeeb Mayaleh said: "We are expecting much more support from friendly countries... Yes, financial support from Iran and Russia and it could also be from other friendly countries.

"Discussions are going on. We are in the process of putting the final touches on the subject of financial aid in a clear way," he told Reuters in an interview, without specifying how much money Iran and Russia would provide.

He said Tehran had already given Syria a $1 billion credit line, more than half of which had been used, and that Russia was now printing Syrian banknotes, formerly supplied by Germany and Austria until the European Union imposed sanctions on Syria.

The central bank chief, whose office features a large Syrian flag and gold-framed portraits of Bashar al-Assad and his father Hafez, said Syria's foreign reserves were more than sufficient to guarantee essential imports and pay state salaries.

Syria had reserves of $17 billion when the uprising against Assad began just over two years ago. It now had "much more" left than the "incorrect" $4 billion figure which some bankers have quoted, Mayaleh said. He would not give a specific figure.

"If we compare the prices of commodities in Syria to those in neighboring countries, you find they are cheaper in Syria despite the fact that other countries do not have war being waged on them by countries from around the world," he said.

"This means that reserves are still enough for Syria to stand fast against this conspiracy."

Mayaleh said the war had caused economic losses of "over 25 billion euros" as well as halting growth, which he said had been running at 6-7 percent a year before the fighting began.

"STOLEN MONEY"

Mayaleh criticized the EU for deciding last week to modify sanctions on Syria to allow oil purchases from rebel forces in control of some eastern oil-producing areas.

"I don't understand how the European Union can give these terrorist armed groups the right to export oil from Syria to Europe," he said. "Under what law?...This is money laundering, this is stolen money and these are stolen goods."

"They (Europeans) are nurturing these militant extremists," he said. "When they finish their role in Syria ... they will go to Europe...The Europeans are trying to bring up a monster who will turn against Europe and its citizens."

The Syrian conflict has devastated the economy. Electricity is sporadic and Damascus residents have to queue for long hours for bread or petrol, which often run out. Prices of many basic foods and goods rose between 50 and 80 percent last year.

Mayaleh spoke of how the authorities were coping with the economic challenges posed by a war now entering its third year.

"(The opposition) spread rumors that salaries would not be paid for employees and that the state has gone bankrupt," he said. "Two years have passed in this crisis ... and the salaries have always been paid...a month in advance."

Syria had tackled rumors of forged banknotes in circulation by telling citizens they could exchange any suspect currency at face value in banks for Russian-printed official notes, he said.

Nevertheless, the Syrian pound has slumped to 115 to the dollar in exchange houses from 46 before the uprising.

Mayaleh acknowledged that the pound was weak and that inflation was running at 50 percent a year, but said many other countries in the region, including Lebanon, Iraq and Kuwait, had suffered worse devaluations in times of conflict.

He did not answer a question on whether the government had a specific target for the Syrian pound's value.

Like other government officials here, Mayaleh questioned why the West was "fostering and protecting" Syrian rebels.

"Aren't the Europeans afraid of these groups turning on their countries and turning them into a hell, as happened in America?" he said of al Qaeda's September 11, 2001 attacks.

Downstairs in the central bank building, scaffolding covered walls of an internal courtyard where windows had been blown out by the car bomb. Blinds on the front windows hung twisted. Outside, the blast had shriveled a palm tree to a black husk.

A crane lifted concrete blocks spray-painted with the Syrian flag into position to protect the building from future bombings.

Vegas man jailed after car driven into church

HENDERSON, Nev. (AP) ? A Las Vegas man is behind bars after police say he became so enraged at being turned away from speaking with a pastor that he plowed his car through an entrance and down the hall of a large Henderson church.

Kevin Wilson was being held Thursday on $8,000 bail at the Henderson city jail pending a court appearance Monday on felony burglary and destruction of property charges.

Henderson police say the 51-year-old Wilson got out of his Kia Spectra, smashed furniture and knocked holes in the walls at Central Christian Church before police arrested him about 5 a.m. Wednesday.

Police spokesman Keith Paul says a city building inspector later determined the church building remained structurally sound.

It wasn't immediately clear if Wilson had an attorney.

Amazon posts Q1 2013 earnings: $16.07 billion in sales net just $82 million in income

Amazon CEO Jeff Bezos

Net sales and operating cash flow up considerably; net and operating income still taking big hits

Everyone's favorite online retailer turned tablet maker and content aggregator, Amazon, has just posted its Q1 2013 financial report. There's a whole lot of numbers to jump into here, so let's get to the quick breakdown first:

  • Net sales of $16.07 billion, up a full 22-percent year-over-year
  • Operating income of $181 million, down 6-percent y-o-y
  • Net income of just $82 million, down sharply by 37-percent y-o-y
  • Operating cash flow (for the trailing 12 months) of $4.25 billion, up 39-percent y-o-y

This seems to be the trend for Amazon as of late, boasting high quarterly sales year after year, but coming up a bit short at the bottom line. Over $16 billion in sales is a massive number, but among other reasons currency fluctuations are to blame for the decreasing net income. Regardless of what the income numbers look like, Amazon isn't slowing down any time soon. During the release it took time to remind us of its current initiatives.

Amazon is continually boosting its Prime Instant Video catalog, bringing TV shows from A&E, FX, PBS, HGTV and many more. It also debuted pilots for 14 original series, which are coming out of Amazon Studios. Aside from touting increased availability of the Kindle Fire HD 8.9" in several new countries, in typical Amazon fashion it didn't break out any sales or earnings for the devices. Rest assured that Amazon is likely selling a boatload of Kindles every quarter.

A name change to 456 as easy as 123? Not quite - Automotive News

On March 22, A123 Systems Inc. became B456 Systems Inc.

Confusion followed the announcement and continues to follow the battery maker in the wake of its bankruptcy, said Jason Forcier, vice president of its automotive business.

Wanxiang America Corp., the U.S. arm of Chinese supplier titan Wanxiang Group, acquired the automotive, commercial and government assets of A123 Systems Inc., with plants in Livonia and Romulus, for $260 million in a bankruptcy auction in December.

Here's where the distinctions come into play: Wanxiang renamed its newly acquired assets A123 Systems LLC, attempting to benefit from the highly publicized name. (Note the LLC.)

But meanwhile in U.S. Bankruptcy Court, some of the unsold assets and debt remained under scrutiny, most notably with its claim against embattled carmaker Fisker Automotive. The bankrupt estate, under the guidance of a trustee, had 60 days to operate as A123 but then was forced to change its name under bankruptcy code.

Result? B456 Systems Inc.

Media jumped on a U.S. Securities and Exchange Commission filing that A123 Systems had changed its name to B456, many assuming that Wanxiang made the change.

Not the case.

I've explained the issue to my editors like this: Think of B456 like Old Carco LLC, the bankrupt estate of Chrysler after the automaker emerged in 2009.

But some media outlets and customers remain perplexed, Forcier said Friday after returning from customer and potential customer visits in Europe.

"It's created a lot of confusion, especially in non-U.S. countries where they don't have the same bankruptcy process," he said. "That was evident in my recent trip, but I hope it's starting to get cleared up. As the estate continues to wind down, it will take care of itself."

Meanwhile, in Michigan, the manufacturing plants of A123 -- not B456 -- are operational but not at full capacity, Forcier said. A123's local employment around Detroit is more than 500, he said, but well below its peak of around 1,000 a year ago.

The battery maker is making headway with automaker interest in the microhybrid space. A microhybrid uses a small ancillary battery -- lead acid like Johnson Controls Inc. or lithium-ion like A123 -- to power electric fuel-saving systems such as start-stop, etc.

"If you look at the next five years, that's where you'll see the majority of the business," Forcier said. "Where electric vehicle demand is driven by the consumer, microhybrid is a technology, like a turbocharger, where the OEMs are looking to improve fuel economy to meet the standards."

A123 is currently supplying 12-volt microhybrid lithium-ion batteries to McLaren Automotive and will begin shipping in larger quantities to Daimler AG, Forcier said.

But electric vehicle demand, or the lack thereof, continues to drag at the bottom line. Despite originally predicting breaking even in 2012, A123 now predicts the end of the cash burn in 2016.

"Capacity is underutilized here and elsewhere in the industry," Forcier said. "But we haven't cut our r&d efforts, and we're not willing to cut other areas any further, which may push out the break-even."

If the battery maker breaks even, that means microhybrid technology has gone mainstream or electric vehicles gained significant traction.

And until then, almost nobody cares whether it's A123 or B456.

6 NY politicians plead not guilty to corruption

WHITE PLAINS, N.Y. (AP) ? Amid a growing perception that corruption is a serious problem in New York, six politicians pleaded not guilty Tuesday in a federal case that alleges an audacious plot to buy a line on New York City's mayoral ballot.

Even one of the suspects said it, according to the indictment: When it comes to politicians taking money, "They're all like that."

None of the defendants, including state Sen. Malcolm Smith, spoke at Tuesday's arraignment; their not guilty pleas were entered by their lawyers. Smith is accused of scheming with New York City Councilman Daniel Halloran, a Republican, to bribe county Republican leaders for the GOP line on this year's mayoral ballot.

Because he is a Democrat, Smith would have needed three leaders' permission.

The indictment said two Republican Party leaders, Joseph Savino, of the Bronx, and Vincent Tabone, of Queens, accepted tens of thousands of dollars in exchange for their agreement.

Halloran is also accused of agreeing to steer City Council funds to a company in exchange for more bribes.

The indictment quotes him as saying, "That's politics; it's all about how much. Not about whether or will, it's about how much, and that's our politicians in New York, they're all like that."

In a separate bribery scheme, Spring Valley Mayor Noramie Jasmin and Deputy Mayor Joseph Desmaret are accused of taking money and property to approve a real estate project.

All six defendants remain free on bail.

The bribery and extortion charges produced hand-wringing in the city and in Albany, where Smith was removed from his most influential post.

Gov. Andrew Cuomo announced several anti-corruption proposals and U.S. Attorney Preet Bharara, who announced the charges three weeks ago, said Monday that he has met with the FBI "to discuss expanding our corruption efforts."

"It seems that a culture of corruption has developed and grown, just like barnacles on a boat bottom," Bharara said. "And just as with barnacles on a boat bottom, when a growth is permitted to spread and grow unchecked, it unsurprisingly takes an unrelenting, collective effort to clean up."

A Quinnipiac University poll released last week found that 48 percent of New Yorkers see corruption as "very serious," the highest share since the poll began asking the question in 2003. And a Siena College poll released Monday showed 81 percent of New York voters expect more corruption arrests.

The complaint and indictment make clear that much of the evidence will come from recordings made by an undercover FBI agent and a cooperating witness.

Neither is identified by name in the indictment, but the witness has been widely reported to be Moses Stern, a Rockland County real estate developer. Prosecutors acknowledge that the witness pleaded guilty to unspecified federal charges last month, hoping to win leniency at sentencing.

Desmaret's attorney, Kenneth Gribetz, said Monday he is eager to see the details of that plea bargain.

Ice tubes in polar seas -- 'brinicles' or 'sea stalactites' -- provide clues to origin of life

Apr. 24, 2013 ? Life on Earth may have originated not in warm tropical seas, but with weird tubes of ice -- sometimes called "sea stalactites" -- that grow downward into cold seawater near Earth's poles, scientists are reporting. Their article on these "brinicles" appears in ACS' journal Langmuir.

Bruno Escribano and colleagues explain that scientists know surprisingly little about brinicles, which are hollow tubes of ice that can grow to several yards in length around streamers of cold seawater under pack ice. That's because brinicles are difficult to study. The scientists set out to gather more information on the topic with an analysis of the growth process of brinicles.

They are shown to be analogous to a "chemical garden," a standby demonstration in chemistry classes and children's chemistry sets, in which tubes grow upward from metal salts dropped into silicate solution. But brinicles grow downward from the bottom of the ice pack.

The analysis concluded that brinicles provide an environment that could well have fostered the emergence of life on Earth billions of years ago, and could have done so on other planets. "Beyond Earth, the brinicle formation mechanism may be important in the context of planets and moons with ice-covered oceans," the report states, citing in particular two moons of Jupiter named Ganymede and Callisto.

AMSTERDAM (AP) ? A Dutch court has sentenced a diplomat to 12 years for delivering confidential NATO and the European Union documents to Russian agents.

In Tuesday's ruling, judges at The Hague District Court said Raymond Poeteray had endangered the interests of the Dutch state and its allies by passing on military and political documents over a period of years. He was paid at least ?72,000 ($94,000) between January 2009 and August 2011, the court said.

Poeteray, who worked at the Netherlands' Foreign Affairs Ministry, was arrested in March 2012 in connection with an ongoing case in Germany.

In Germany, a couple that called themselves Andreas and Heidrun Anschlag ? true identies unknown ? are on trial for allegedly compiling the information that Poeteray gathered and sending it to Russia's intelligence agency.

Survey shows China manufacturing weakening

(AP) ? China's manufacturing growth decelerated this month, a survey showed Monday, adding to questions about the strength of the recovery in the world's second largest economy.

HSBC Corp. said Tuesday the preliminary version of its monthly purchasing managers index declined to 50.5 from March's 51.6 on a 100-point scale on which numbers above 50 represent an expansion.

China reported an unexpected decline in economic growth to 7.7 percent in the first three months of the year from the previous quarter's 7.9 percent. Private sector economists and the World Bank have reduced their outlook for annual growth, though to a still-robust level of about 8 percent.

This month, the HSBC survey showed output growth slowed while new export orders and employment contracted.

"Beijing is expected to respond strongly to sustain the economic recovery by increasing efforts to boost domestic investment and consumption in the coming month," said HSBC economist Hongbin Qu in a statement.

The bank's preliminary PMI is based on responses from 85 to 90 percent of the 420 manufacturers surveyed. The full survey is due to be released on May 1.

Analysts have warned China's recovery still is being supported by government-led investment and lending, while consumer spending is sluggish. Some have said the rebound could be vulnerable if exports or investment slow.

A slowdown in Chinese growth and demand for goods ranging from iron ore and other raw materials to factory technology and consumer products could send out ripples in the global economy.

Last week, the government promised steps to boost domestic consumption as an economic driver. It promised changes in medical, pension and other social programs to free up more of household budgets for consumer spending but gave no details.

Also Monday, Capital Economics said its China Activity Proxy, a measure that combines cargo, power consumption and other indicators, showed first quarter growth might have fallen more sharply than official figures indicated, possibly tumbling to 6.5 percent.

"Growth appears to have picked up slightly at the end of the quarter," said economists Mark Williams and Qinwei Wang in a report. However, they said, "our figures suggest actual growth was once again slower than the GDP data reveal."

Is financial independence possible on minimum wage?

If you're single, Hamm argues that you can save for retirement, even on the smallest of paychecks.?

By Trent Hamm,?Guest blogger / April 21, 2013

Workers prepare for lunch in the kitchen at the Palio D'Asti restaurant in San Francisco. Hamm argues that saving on minimum wage is possible, if saving is the highest priority.

The Simple Dollar is a blog for those of us who need both cents and sense: people fighting debt and bad spending habits while building a financially secure future and still affording a latte or two. Our busy lives are crazy enough without having to compare five hundred mutual funds ? we just want simple ways to manage our finances and save a little money.

"I don?t see how a person making minimum wage can ever become financially independent. It?s basically impossible."

It?s far from impossible. It?s just a matter of priorities.

Let?s say you?re single and live in Washington state, where minimum wage is $9.19 per hour. You work forty hours a week for fifty weeks a year, earning $18,380. According to?this Washington state tax calculator, you?ll end up bringing home an amount very close to $295.20 every week throughout the year.

The first step is to?find an inexpensive place to live.?If you?re willing to work for minimum wage, you can find work in a lot of places.?This site?reports that a single parent and two children can live in Wahkiakum County on $32,997 per year, which means a single adult should be able to pull it off on $18,380 per year.

Once you?ve done that,?you have to pay attention to your expenses, starting with the big ones.?Do youreally?need a car in the area where you live? If you live close to work and have access to groceries and the doctor, you can probably do without it, which saves you a lot of money each month. Do you?really?need extra living space as a single person? Just rent a small space with one bedroom or even an efficiency, or rent an apartment or a small house with some roommates.

You should also?whittle down your monthly bills. Use a pay-as-you-go cell phone. Use the internet at the library and skip it at home. Don?t have a cable bill ? instead, just stick up an antenna and enjoy the dozens of over-the-air channels that are now out there (most stations now have two or three digital channels).

Food can be tricky, but you can live pretty cheap if you stick to generics, eat a lot of whatever produce is on sale, and watch for food sales. A single person can easily eat on $150 to $200 a month if they?re careful.

Afraid you?ll be bored? Cultivate a network of friends that do free stuff. See if the town has a parks and recreation department and get involved. Start an ultimate Frisbee league in the park. Invite people over for movie nights and have everyone bring a beverage to share. Get involved in any local organizations, as they usually have a lot of activities that are free. Go to any and all community dinners as you?ll usually get a good meal at the same price or lower than what it would cost at home and you can meet a lot of interesting people.

Channel the rest of your spare time into earning extra money. Mow lawns for $10 a pop. Deliver groceries. Deliver pizza. You can do these on a part-time basis to supplement your income.

Allot yourself a little money for incidental spending, but?make absolutely sure that you?re socking away at least 10% of your paycheck each week into a savings account.?That?s going to be about $30 a week. Do?nottouch that money. When it starts to build up, invest it. Spend time at the library learning about how to invest properly and start putting that extra money to good use. If you earn extra money from a side business or other jobs, sock some of that away, too.

Let?s say you?re able to save just $30 a week following a plan like this. $30 a week for 52 weeks adds up to $1,560 per year. Let?s say you invest that in stocks that return 7% over the long haul. After nine years, you?ll have more than a year?s worth of your income in the bank. After 20 years, you?ll have over $60,000 in the bank.

Now, let?s say you find a way to stick another $30 per week into the bank. At the thirty year mark, you?ll have $294,000 in the bank. If you continue to live on about $17,000 a year, that money will last you for the rest of your life ? you can live off the interest.

If you start this at age eighteen, you?re done working at age 48.

This is just an example, of course, and I?m not figuring in things like life changes (getting married, having a kid) and I?m not worried about inflation, either (I?m assuming that minimum wage keeps up with it and that you raise your savings to match your raises along the way).

Still, the point is clear:?anyone?can?do this if they choose to make savings a priority in their life.?If you choose not to do that, you pay for it over the long haul. Every frivolous thing you throw your money at pushes financial independence further and further away and, if you have a low income, every little bit matters.

It?s not a matter of ?I can?t do this.? It?s a matter of ?I choose other things instead of doing this.?
